Appointment Type:  Permanent Exempt. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the Appointing Officer.

Job Description



The Business Development Administrator in the Economic and Community Development (ECD) unit is a critical position for the Social Responsibility section. This role involves an analytical systems approach, responsible for designing business solutions, formulating recommendations, and achieving effective results. This position will serve as a subject matter expert on local and federal small business regulations and will play a central role in ensuring compliance with the Federal Aviation Administration’s (FAA) 49 CFR Part 26 Disadvantaged Business Enterprise (DBE) and 49 CFR Part 23 Airport Concession Disadvantaged Business Enterprise (ACDBE) programs. The key responsibilities include leading policy and program development and enhancement, education and training, outreach and engagement, compliance, certification and reporting. In addition to leading these programmatic areas, the Business Development Administrator will collaborate with the ECD Manager to develop policies, programs, and initiatives to support diverse small businesses and ensure effective distribution of contract advertisements and public notices to diverse small businesses, and constituents, and stakeholder. Furthermore, the Business Development Administrator is expected to provide coaching and training to staff, promote staff development, and work collaboratively with stakeholders to advance economic equity initiatives at the airport.   • Policy and Program Development: Collaborate with ECD Manager to develop policies, programs, and initiatives to support diverse small businesses; interpret potentials and limitations of program policies and keep management advised of status with the directed preparation of related correspondence and reports. 
  • A Policy and Program Enhancement: In collaboration with the ECD Manager, liaise interdepartmentally to develop and enhance ECD policies, programs, and initiatives in support of diverse small businesses.
  • Education: Disseminate information regarding 49 CFR 23, 49 CFR 26, and related programs. In collaboration with the ECD Manager, develop, implement, and facilitate capacity building and
    technical assistance sessions for diverse small businesses.
  • Training: In collaboration with the ECD Manager, provide training and assistance to staff and contractors on policies, procedures, and requirements that maximize small business participation.
  • Data analysis and Reporting: Facilitate the data compilation for FAA annual reporting, three-year ACDBE and DBE goal setting. Oversee the B2Gnow: small business compliance management system.
  • Compliance: Assist with any prompt payment issues, investigate, and help resolve concerns related to diverse small business participation on contracts, review and monitor contract developments and selection processes to ensure achieving diverse small business contracting objectives, ensure that there are physical on-site inspections of practices of contract holders and businesses in accordance with federal regulations. Arrange and present at pre-bid and pre-award meetings and conferences.
  • Small Business Certification and Verification: Lead the ACDBE certification and SBE verification programs by ensuring that applicants meet the eligibility criteria according to 49 CFR 26 and 23.
  • Community Outreach: Plan diverse business outreach events, develop and assist in outreach and recruitment activities, including staffing job, small business, and resource fairs, offering workshops, informational sessions, networking events, and developing/curating accompanying marketing collateral.
  • Community Engagement: Plan and implement workshops for diverse small businesses on the following topics: Doing Business at SFO—Concessions; Doing Business at SFO—Construction; Doing Business at SFO—Professional Services.
  • Staff Supervision and Coaching: Supervise staff, including lower-level administrative analyst and community development specialist.
  • Please note that incumbents in this classification may be required to perform duties as listed in the 1824 – Principal Administrative Analyst class specification.

Qualifications



Education and Experience:

Possession of a baccalaureate degree from an accredited college or university, and five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Note:  One-year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

  • Three (3) years of verifiable experience analyzing the certification applications of small, minority, and/or women-owned firms in accordance with local, state, or federal regulations.
  • Three (3) years of verifiable experience analyzing payment documents, solicitation submittals, reviewing, monitoring, and developing contracts or other regulatory requirements involving contracts, ordinances, or vendors. Such experience must have included:
  • Providing technical direction on small business certification, small business participation on government contracts, government procurement, and contract bidding procedures to ensure compliance with all contract requirements; OR 1824 Business Development Administrator
  • Promoting small business participation in contracting
  • Have a working knowledge of federal DBE/ACDBE requirements and/or City & County of San Francisco LBE Chapter 14B requirements.
  • Have demonstrated experience in public speaking and/or making public presentations to groups of 10 or more.
