About the Department:

The primary function of Enrollment Management and Services (EMAS) is to support and enhance the total educational experience of NC State students through a commitment to quality service that is responsive to student needs. EMAS seeks to attract and enroll a highly diverse class of new and continuing students with outstanding ability and potential and, subsequently, improve student retention and graduation, which is commensurate with NC State’s goals.

Essential Job Duties:

The Business Officer will support the Assistant Vice Provost for Enrollment Management and Services by monitoring and managing state appropriated, receipts, fee, and development funds. The position will also serve as a resource for questions on university guidelines, policies, and procedures as it relates to accounts payable entries; financial transaction processes and approvals in the Division Office; serving as Division level approval for funding transactions; initiating and approving temporary payroll actions; confirming funding for temporary payroll/financial transactions; and initiating and approving payments to suppliers, travel reimbursements, purchase requisitions, IDTs, and journal/budget vouchers. The Business Officer will also assist in monitoring human resources and financials compensating control and compliance reports. Job responsibilities include:

  • Manage and improve business processes and operations by ensuring continuity, integration of policies and procedures with the organization’s mission and strategic plan. Develop long and short-term goals and objectives that support divisional business functions.
  • Develop internal checklists/guidelines to ensure compliance with rules, procedures, and guidelines.
  • Prepare budget analyses and conduct budgetary forecasting in a financial environment with varied resources, help to prepare responses to university central offices on vacancies, deficit balances, encumbrances, and year end cash balances.
  • Review vouchers, purchase requisition requests, and oversee one-time funding requests against university rules, procedures, and guidelines prior to initiating or approving payments.
  • Compiles, monitors, examines, and audits various moderately complex financial reports for accuracy and develops, evaluates, and implements changes to accounting systems and processes.
  • Serves as an internal resources on financial/human resource matters and helps to educate other bookkeepers on accounting principles and university guidelines to increase accuracy, compliance, and efficiency within the division.
Other Responsibilities:

Other work responsibilities and duties associated with financial, human resource, and student needs (i.e. student financial wellness) may be assigned.

Minimum Education and Experience:

Bachelor’s Degree in Business Administration, Public Administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Other Required Qualifications:

  • Strong understanding of accounting principles and regulatory standards.
  • Excellent analytical skills with the ability to interpret complex financial data accurately.
  • Effective communication skills with the ability to interact with diverse stakeholders.
  • Proficient in advanced use of Microsoft Office Suite or similar software
Preferred Qualifications:

  • University or Higher Ed Experience
  • Familiarity with PeopleSoft Financials or other similar enterprise system.
