Job Description - Capital Improvements Assistant

Capital Improvements Assistant (Construction Administration) Location Saint Petersburg, FL :

The City of St. Petersburg Engineering & Capital Improvements Department is one of 171 American Public Works Association (APWA) certified agencies in the nation, and we continue to grow, delivering award winning projects such as the internationally recognized new St. Pete Pier, as well as awards for infrastructure upgrades and sustainability. The Engineering & Capital Improvements Department will be embarking on major infrastructure projects and extensive system capacity upgrades, implementing both the integrated water and wastewater master plan which includes water, wastewater, reclaimed water, and stormwater master plans. Also included in this infrastructure upgrades are roads, bridges, and seawalls, as well as vertical assets such as the new Shore Acres Recreational Center, all focused on resiliency and sustainability.

With such a major replacement and upgrade program, the City of St. Petersburg Engineering & Capital Improvements Department is looking to expand its team to include additional Engineers, Project Managers, Architects, and other essential staff to be part of delivering and advancing its community into a new era.

This is responsible varied administrative office support work assisting in the development and implementation of public capital improvement projects and related functions. Work includes assisting in the formulation, modification and final preparation of City procedures and documents pertaining to facilities and capital project monitoring and reporting activities; supervising clerical personnel, as assigned; preparing for and/or attending civic meetings for the purpose of assisting in explaining project design development and construction; developing and maintaining statistical information relative to award and construction of capital improvement projects; document control, and preparing related reports and correspondence.

Salary: $50,914 - $80,902

To Qualify

Minimum Qualifications. Applicants must:

  • Possess a high school diploma or GED equivalency.
  • Be skilled in performing administrative support functions using modern business equipment, including computers and software such as Microsoft Office Suite.
  • Be able to understand and carry out complex oral and written instructions
  • Be able to establish and maintain effective working relationships with employees, representatives of other agencies, outside contractors, and the public.
  • Be able to communicate clearly and concisely, orally and in writing.

Desirable Qualifications. Preferred applicants:

  • Graduated from an accredited four-year college or university with major course work in business administration, construction or architectural/engineering, or related field - or - have a combination of some post-high school education and at least five years progressively responsible experience in office management/construction-design management assistance functions in a municipal planning, architectural/engineering or construction environment.
  • Possess considerable knowledge of the design and construction industry as it relates to methodology and procedures, specifically with respect to the financial aspect of procurement of those services.
  • Able to effectively communicate with citizens and the design/construction community.
  • Able to exercise sound judgment and discretion in applying and interpreting operational rules, regulations, policies and procedures.
