Position Statement:   The Illinois Emergency Management Agency is seeking to hire a Classification Analyst to assist with position descriptions and organizational charts in the Human Resources Office, Classifications Unit. This position is responsible for reviewing and updating existing position descriptions and establishing new positions to meet the agency’s business needs. This position also updates the agency’s official organizational chart based on approved changes to positions and employee transactions. The ideal candidate for this position must be highly organized and be able to adapt to changes in a fast paced and collaborative work environment. The candidate must also possess the ability to communicate effectively with all stakeholders regardless of position. Position Overview

1. Under direction serves as a Classifications Analyst for the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), performing professional functions and duties for the effective implementation of the Department’s Classifications Program . 

  • Conducts preliminary review of job descriptions (CMS-104) to determine the correct allocation, appropriateness, and difficulty of duties and functions, and to determine appropriateness of minimum and preferred qualifications.
  • Confers with hiring managers to secure any required additional information.
  • Identifies issues on CMS-104 and submits to Classifications Human Resources (HR) Specialist Lead Worker for review and final approval.
  • Submits final approved CMS-104s to Central Management Services (CMS) for review and approval.
  • Utilizes Docuware and SharePoint in performance of duties.

2. Drafts position establishments, abolishments, and other position description actions for approval of lead worker . 

  • Conducts studies and researches current positions for comparative analysis as well as possible duplication of duties/responsibilities.
  • Researches class specifications to determine proper allocation, duties, and qualifications of submitted CMS-104s.
  • Submits final drafts to lead worker for final technical review and approval.
  • Monitors Docuware for approved CMS-104s and moves files to the appropriate SharePoint folder.
  • Prepares and sends notices of CMS approved position descriptions to required agency personnel.

3. Serves as a backup to the HR Transactions Specialist and assists with agency transactions as needed:

  • Reviews and processes a variety of transactions for the agency including probationary appointments, job assignments, leave of absence (LOA) requests, Family Medical Leave (FML) requests, etc.
  • Performs timekeeping tasks as needed in cooperation with the HR Transactions Specialist.
  • Tracks performance evaluations for IEMA-OHS employees and communicates evaluation due dates to supervisors.
  • Prepares, maintains, and stores a variety of HR files and records relating to transactions.
  • Performs special transactions-related projects as needed.

4.  Prepares and maintains IEMA-OHS organizational charts, monthly allocation reports, and files:

  • Utilizes computer software (VISIO) to create and/or edit organizational charts reflecting changes within the organization.
  • Utilizes information received from supervisors and staff regarding new/revised or abolished position descriptions.
  • Cross checks monthly transaction notices with organizational charts for correct employee placement and position coding and makes necessary updates.
  • Reviews and updates organization’s high-level position charts, including 4d3 charts monthly.
  • Distributes reports to appropriate staff.
  • Maintains abolishment files and establishes new electronic position file folders.

5.  Assists other sections of HR as required:

  • Assists the hiring team with various administrative duties as needed.
  • Coordinates interview schedules for open vacancies by collaborating with the hiring specialists and managers throughout the agency.
  • Gathers and disburses interview materials to respective panel members.
  • Communicates with candidates regarding interview scheduling.
  • Assists in managing shared inboxes for the team.

6. Serves as a liaison between Classifications and IEMA-OHS staff, & between Classifications and CMS staff:

  • Interprets and explains personnel/classification program processes, Personnel Code and Rules to agency staff to ensure understanding and conformance.
  • Confers with CMS regarding issues with 104 submissions and for assistance with problematic classification actions.
  • Explains and interprets agency programs to management staff to ensure understanding of relationships, roles, and utilization of positions.
  • Provides guidance and recommendations to management and staff regarding the placement of positions and evaluation of duties.

7.  Participates in continuing classification education and training with HR Lead and Classifications Program Manager:

  • Increases familiarity with the more complex technical classification processes and reviews including more technical and complex establishments, realignments, reorganizations, transitions, etc.
  • Travels in performance of duties, including but not limited to, staff meetings, training meetings, etc.

8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  2. Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.

Preferred Qualifications

  1. One (1) year of experience performing professional functions a nd duties in a position classification program.
  2. One (1) year of experience conducting reviews of job descriptions to determine allocation.
  3. One (1) year of experience drafting various types of position descriptions.
  4. One (1) year of experience conducting studies and comparative analysis of position descriptions.
  5. One (1) year of experience providing interpretation of human resources related policies and procedures such as those outlined in the Personnel Code, Personnel Rules, bargaining unit contracts, class specifications, position classification guidelines, Federal Merit Standards, Equal Employment Opportunity Act and the Civil Rights Act.
  6. One (1) year of experience utilizing and implementing personnel processes as laid out in instructional, operational, and procedural manuals.
  7. One (1) year of experience drafting human resources related correspondence to a variety of individuals ensuring clarity of information provided.
  8. One (1) year of experience utilizing Microsoft Office Suite including Outlook, Word, Visio, and Excel.
  9. One (1) year of experience utilizing SharePoint, Microsoft Teams, and WebEx.

Conditions of Employment

  1. Requires a criminal history background check through the Illinois State Police.
  2. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  3. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  4. Requires ability to use agency suppled equipment such as laptop, personal computer, work cell phone, etc.
