Official Position Description:
In Office of Construction Administration, acts as Geotechnical Staff Specialist for development of engineering policies & plans on projects with unique or controversial problems which have significant impact on major organizational programs. Keeps abreast of new scientific methods & developments affecting department & recommends changes in emphasis of programs, represents administrators in administration of contracts involving multiple complex projects, programs & directives. Serves as Geotechnical Standards & Specification Committee Chairperson for purpose of developing specifications & advising &/or providing recommendations to ODOT Geotechnical Construction & Materials Specification Committee on policy & technical changes affecting updates to “State of Ohio Construction & Material Specification” (C&MS) book & publishes same at specified intervals. Utilizes computer & related software (e.g., Microsoft Office) to update Construction Administration Manual of Procedures as necessary to ensure project administration consistency among District engineers & inspectors in area of earthwork construction & publishes same at specified intervals. Represents Construction Administration in development, training, & technical assistance for applicable earthwork sections of Construction Administration Manual of Procedures. Develops &/or revises policies, specifications, & directives based on Technical Process Review (TPR) findings as well as field observation & testing. Provides technical construction administration advice & administers activities on behalf of Construction Administration & prepares instructional memorandums. Implements, evaluates, & interprets standards & specifications on ODOT construction projects for Division of Construction Management in area of earthwork construction to include, but not limited to, prefabricated & Mechanically Stable Earth-wall (MSE) walls, geotechnical evaluation & coordination activities, aggregate & soils compaction, & chemically stabilized soils & soil/structure interactions. Performs all TPR’s related to earthwork construction. Provides district best practices in area of earthwork construction. Represents Construction Administration by making on-site visits & providing consultant engineering advice to district construction personnel by performing contract/specification compliance reviews. Advises on all submitted Permission to Proceed Requests for items over Contract Limits. Assists districts in achieving set organizational performance measures. Signs plans &/or other engineering documents as registered professional engineer. Independently generates & signs name to external correspondence (e.g., inquiries, investigations, acknowledgments).
Monitors implementation of newly developed specifications by assisting department’s design & research engineers in developing proposed use of new materials & new techniques for improved cost effective construction. Directs or participates in research team which develops methodology to test new materials or engineering techniques in aforementioned areas. Composes policies & procedures for reports detailing test components (hypothesis, test, methodology & results). Develops specifications, policies & procedures to implement new technology, techniques & devices in construction projects. Provides assistance to districts in area of constructability reviews of upcoming projects.
Conducts & assists in preparing seminars, short courses or other presentations to universities, local governments, construction staff & contractor’s associations, as required by city & county engineers in their preparation of plans & specifications for local government roadway construction contacts.
Reviews various publications, reports, trade journals, newsletters & Federal Highway Administration (FHWA) policy letters & participates in national research, trade & government organization seminars. Implements new developments by incorporating changes into construction contracts. Performs other duties as assigned by Administrator.
Qualifications Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.

Ability to comprehend & interpret variety of civil engineering principles, techniques, procedures, criteria, plans & specifications & related data; define problems, collect data, establish facts & draw valid engineering/technical conclusions; use statistical analysis; calculate fractions, decimals & percentages; cooperate with co-workers on group projects &/or establish friendly atmosphere as supervisor; handle routine & sensitive contacts with government officials, consulting firms/contractors & general public; plan & develop engineering projects with unique or controversial problems &/or novel engineering related concepts & approaches.

All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.
If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.
This position has been designated as a Career Professional position per the Ohio Revised Code 5501.20.
All exempt promotions are required to serve a 6 month probationary period.
This position is overtime exempt based on FLSA Standards.
