GENERAL DESCRIPTION
- Will provide direct support to the Contracts Manager and will be required to evaluate, analyze, and administer awards and close out of prime and subcontract agreements.
DUTIES
- In depth working knowledge of all contract cost types and phases of government contracting, "cradle to grave"
- Prepare contract files and electronic documents
- Review, interpret and incorporate amendments and modifications into Deltek CostPoint and SharePoint
- Assist Program Management in tracking, reviewing and submitting Contract Deliverable Requirements (CDRL's)
- Review and execute Teaming Agreements and Consulting Agreements
- Interpretation of a Statement of Work with the ability to write a complaint Subcontract Agreement in accordance with contract terms and conditions including all flow down requirements
- Ability to review Subcontract performance for compliance and analyze monthly invoices for accuracy
- Review and complete Representations and Certifications
- Full understanding of contract regulations; providing contract guidance, interpretation and direction to other team members, while ensuring compliance
- Identifies protentional contract issues with ability to become actively involved in taking actions for resolution
- Gather data and prepare reports to support managerial decision making for contractual provision as needed
- Maintain contract files on accordance with organizational processes and procedures
- Perform a variety of administrative tasks
- Work effectively under direct supervision; typically reports to a manager
- Exercise sound business judgment
- Other Duties as assigned
EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor's degree required / Experience may be substituted
- At least 5(+) years of experience in federal government/military contracting experience and in depth knowledge of FAR/DFARS, SCA, DCAA and Subcontract compliance
- 3 + years of Deltek CostPoint experience (Project Setup, cost tracking, reporting and Sales Order Module)
- Strong knowledge of standard concepts, practices and procedures of manufacturing and service type contracts
- Strong research and interpretation skills of contract terms and conditions, including FAR, DFAR and SCA requirements
- Ability to guide a team through critical contractual matters using contract experience and knowledge
- Knowledge of creating DD250's and DD Form 1149 's
- Excellent organizational and administrative skills a must
- Proficient in Microsoft Office, including Excel, PowerPoint, SharePoint, and Word
- Excellent written and oral skills
- Works well in a fast-paced, high-pressured environment with some requirement for irregular hours
- Experience in government billing utilizing Wide Area Work Flow (WAWF)
- SharePoint experience a plus
- Ability to multi-task and work in a team environment
- Ability to meet deadlines within a critical schedule
- Attention to critical details with efficiency
