Job Posting Details:

The Department of Healthcare and Family Services, Director’s Office is seeking a high energy individual with experience working in the field of Strategic Planning to serve as a financial manager for the HHSi2 project. At the direction of the agency Director, assists the completion and follow-through associated with the organizational transfer of the HHSi2 project from GOMB to HFS, to help ensure consistent funding for the project, and to assist in the transformation of the project from one focused on technologic solutions to enablement and facilitation of at-scale interagency data sharing production. The candidate will possess strong analytical and communication skills.

Duties to Be Performed

  • To serve as a financial manager for the HHSi2 project, including maintaining and preparing budgets for use by project leaders in submissions to Federal funders and agency leaders. Included in this role is the preparation of financial and project performance information for inclusion in annual and mid-year updates of federal funding documents, e.g., an IAPD-U, in conjunction with project leaders and staff, and to coordinate additional input and review of these reports with project leadership and staff
  • To contribute in various capacities and as requested by project leadership to specific work efforts, e.g., data sharing use cases. Contributions could include, but are not limited to, technical assistance, experience-based counsel, facilitation, documentation, project management and/or direction
  • To provide historical perspective and to contribute generally to the operation and strategic management of the HHSi2 project through initiation and/or participation in team meetings, outreach to (potential) project partners, and the initiation and facilitation of internal project team communications and operations
    • Deliverables:
  • Work products are to be completed as tasked by project leaders within agreed timeframes and with due consideration to externally driven requirements, e.g., the annual IAPD-U drafting, production, and submission cycle
  • Work product is to be done to the satisfaction of project and agency leadership, including timely communication to project team members and leaders of new and/or unforeseen impediments, constraints, and contingencies affecting either the quality or timing of assigned work products

Minimum Qualifications

  • Requires the knowledge, skill and mental development equivalent to completion of four (4) years of college
  • Requires a minimum of four (4) years of administrative experience in a public or business organization

Preferred Qualifications

  • At least four (4) years of experience maintaining and preparing budgets for submission to agency leaders and Federal funders as well as cost allocation requirements for federally funded projects. Included in this role is the preparation of financial and project performance information for inclusion in annual and mid-year updates of federal funding documents
  • At least four (4) years of experience serving as a high-level leader in the design, implementation or operation of large-scale information systems with a preference for innovative efforts in state agencies
  • At least four (4) years of experience with data sharing and interoperability standards as well as federal reporting and funding requirements
  • Prefers at least four (4) years of experience with strategic direction of a large organization
  • Prefers demonstrated experience in successfully evaluating or recommending policy changes
  • Prefers a Masters’ degree
