Job Description - Director, Community Schools

BALTIMORE COUNTY PUBLIC SCHOOL JOB TITLE : Director, Community Schools REPORTS TO : Executive Director, Curriculum & Instruction DEFINITION : Leads, plans, coordinates, and supervises programing, systemic partners and compliance for the Blueprint for Maryland's Future Concentration of Poverty Grant. Supervises professional and support staff. Ensures that the programs address and support the system-wide goals and priorities identified in the systemwide strategic plan. Performs other duties as assigned. EXAMPLES OF ESSENTIAL DUTIES :
  • Leads, develops, coordinates, and implements a framework to ensure that funds provided to the Baltimore County Public Schools (BCPS) through the Concentration of Poverty Grant are equitably allotted and fully utilized in accordance with grant requirements.
  • In collaboration with the Department of Research, Accountability and Assessment, external evaluators, and central office staff, provides guidance and monitors the effectiveness of programs. Facilitates ongoing data analysis regarding the implementation of Concentration of Poverty programs and initiatives aligned to the BCPS Community School Road Map.
  • Mentors and collaborates with coordinators, supervisors, specialists, community school facilitators and school leadership teams.
  • Develops and presents professional learning opportunities for system leadership, external stakeholders, and school leadership teams on the effective components of an evidence-based community school model.
  • Collaborates with central offices to build partnerships that support community schools and address the attendance, social emotional and academic needs of students and provide support to families in community schools, with a specific emphasis on the needs of underrepresented populations.
  • Establish procedures, processes, and guidance to support schools with expending Concentration of Poverty Grant funding in an allowable, reasonable and necessary way to achieve the goals and objectives of the Concentration of Poverty Grant.
  • Leads, develops, coordinates, and implements a framework to align, integrate, and avoid duplication services and supports by collaborating with the Offices of Family and Community Engagement, Early Childhood Education, Title I and Homeless Programs, and Student Support Services.
  • Leads and organizes the BCPS Community School Stakeholder Steering Committee and reports committee findings and multi-year planning to the Baltimore County Board of Education.
  • Serves as a liaison between BCPS and the Maryland State Department of Education (MSDE's) community school office to advocate for the necessary system level support to effectively implement community school initiatives and respond to any grant programmatic audit inquiries.
  • In conjunction with the stakeholders and fiscal services, plans, budgets, monitors, controls, and assesses expenditures funded through with Concentration of Poverty Grant.
  • Evaluates the performance and professional growth and development of personnel within the office and recommends decisions related to hiring and other personnel actions.
  • Identifies a process for developing and revising annual reporting requirements and district polices/rules.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS : Education, Training and Experience :
  • Graduation from an accredited college or university with a master's degree in a related field.
  • Five years of progressively responsible leadership/management experience which includes experience with grant preparation, compliance, fiscal monitoring, and audits; and involved the planning, implementation, and evaluation of professional development for diverse audiences.
  • Three years' experience in community support and grant program development and management.
  • Experience in data analysis and application.
Licenses and Certificates :
  • Possession of, or eligibility for, Advanced Professional Certificate and Administrator I endorsements.
Knowledge, Skills, and Abilities :
  • Thorough knowledge of the community school model, requirements compliance with state mandates in the Blueprint for Maryland's Future Concentration of Poverty Grant including reporting, needs assessment and implementation plan processes and procedures.
  • Demonstration of outstanding oral and written communications skills.
  • Demonstration of strong leadership, communication, and human relations skills.
  • Possession of technology competency (e.g., database, internet, spreadsheet, word processing, and related applications); skill and experience in data analysis and application.
PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally performed both in school and office environments. Travel to schools and external community partner agencies throughout Baltimore County and other local areas is required. Work hours include after school and evenings. Work includes the operation of office equipment, computers, and assistive technology devices. Limited physical activities may be required. This position is eligible for membership in the Maryland State Retirement System. Citizenship, residency or work VISA in United States required Application Instructions

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
