SUBSTITUTIONS: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree. NOTE: Any college hours or degree must be from an accredited college or university. Job Concepts FUNCTION OF WORK: To perform a variety of professional-level duties for a program specific to DOTD. LEVEL OF WORK: Entry. SUPERVISION RECEIVED: Close from higher-level personnel. SUPERVISION EXERCISED: None. LOCATION OF WORK: Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service. JOB DISTINCTIONS: Differs from DOTD Specialist 2 by the presence of less complex duties within assigned program. Examples of Work EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED. Any level of this series may involve multiple, professional-level DOTD programmatic/administrative functions such as loss prevention/risk management, compliance/civil rights programs, change management, quality control and improvement, strategic planning/reporting, flood insurance coordination, transportation planning, business administration, and/or fiscal management. Serves as a staff specialist in programmatic specialty area such as compliance programs, loss prevention/risk management, flood insurance coordination/floodplain management, intermodal transportation, etc. Provides entry-level professional support for DOTD-specific programs in these areas such as reviewing, inspecting, and auditing program activity for statewide programs. Provides information for reports for both direct supervisor and other high-level officials in the assigned DOTD program. May be required to present findings of audits, inspections, and/or research at committee and/or staff meetings. Prepares detailed reports and analyses as required by various state and federal entities for certain DOTD programs. Assists in planning, organizing, and conducting workshops and seminars to inform agency personnel on a statewide basis of all contract laws, regulations, policies and procedures, and any other information pertaining to DOTD-specific programs.
