PURPOSE

The Environmental Risk Officer conducts fire, license, permit and complaint inspections of various businesses for building maintenance, occupancy, fire prevention, life safety, environmental, and hazardous material compliance.

ESSENTIAL FUNCTIONS

Consumer Protection and Environmental Health

  • In accordance with the regulations regarding the issuance of operational licenses, permits or registrations, inspect all types of properties for health, safety, fire, and building maintenance code compliance.
  • As agents of the WI Division of Health, conduct drowning and injury investigations in public swimming pools.
  • Conduct inspections that involve active renovation and demolition projects, including sampling and testing regulated materials such as asbestos, corrosive acids, and caustics.
  • Conduct fire inspections for high hazard occupancies that use large quantities of hazardous materials in storage and use; advise the Commissioner on hazardous condition modifications as requested or encountered. Enforce specialty inspections, including the hazardous materials portion of the International Fire Code.
  • Conduct code enforcement and fire code modification inspections for license and permit inspection programs, including hotels, motels, swimming pools, drycleaners, fire prevention permits, and rooming houses.
  • Inspect environmental complaints related to community noise and odor and light nuisances.
  • Conduct investigations related to domestic animal bites and resulting from animal code violations and complaints, such as animal barking, at-large and other violations of the domestic animal code.

Administrative Duties

  • Assist in training other employees relative to documentation and data mining related to inspections.
  • Represent the department at the Common Council Licenses Committee, other committee hearings and legal proceedings.
  • Perform proper documentation and recordkeeping.

CONDITIONS OF EMPLOYMENT

  • Wear and use personal protective equipment including but not limited to respiratory protection, steel toed boots, hard hats, Tyvak Suits, hearing protection, eye protection, and gloves.
  • Climb and work in high places.
  • Work in all weather conditions as well as to work in environments that may involve exposure to fumes, odors, dust, mists, gases, or poor ventilation.
  • Carry a mobile device during business hours.
  • Occasionally work outside of standard business hours (evenings and weekends).
  • Required pre-employment vaccines include:

MINIMUM REQUIREMENTS

  • Bachelor's degree in Chemistry, Biology, Physical Science, Environmental Health, Architecture, Engineering or a closely related field from an accredited college or university.
  • One year of field experience in code enforcement, health, fire or safety inspection or a closely related employment setting.
  • International Code Council certification as a Fire Inspector I (1FC) and State of Wisconsin Asbestos Supervisor certification within one year of appointment and throughout employment.
  • Valid driver's license and access to a properly insured vehicle at time of appointment and throughout employment. Private auto allowance may be paid pursuant to Section 350-183 of the Milwaukee Code of Ordinances.

Equivalent combinations of education and experience may be considered.

DESIRABLE QUALIFICATIONS

  • Conversational language proficiency in Spanish or Hmong.
  • Experience in housing maintenance, construction, remodeling, renovation or a related trade.

KNOWLEDGE, SKILLS, ABILITIES & OTHER CHARACTERISTICS

Technical

  • Knowledge of hazardous material storage and use in industrial or factory occupancies.
  • Ability to promote wellness and disease prevention.
  • Ability to read and interpret technical materials, policies and regulations.
  • Ability to monitor staff work activities and check or inspect completed work.
  • Ability to prepare, organize, and maintain inspection records.
  • Ability to follow proper safety procedures and protocols related to inspecting properties.
  • Knowledge of transport and disposal procedures for safe handling of hazardous materials.
  • Ability to properly inspect, sample and test regulated materials.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to efficiently utilize software such as Excel, Word, Power Point and Outlook and job-related proprietary software.
  • Ability to credibly represent findings in municipal, circuit and federal court.
  • Ability to maintain situational awareness, follow safety and security procedures, take appropriate actions, and report potentially unsafe conditions.
  • Ability to perform inspections to ensure code compliance.
  • Ability to recognize code violations.

  • Written communication skills, including the ability to write clear and thorough reports.
  • Ability to work in a manner that is customer-focused.
  • Ability to develop and maintain effective working relationships with a multi-cultural and multi-disciplinary staff, the public, city officials and other outside agencies.

CURRENT SALARY

The current salary range (PAY RANGE 7FN) is $66,856-$80,624 annually, and the current resident incentive salary range for City of Milwaukee residents is $68,862-$83,043 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods.
