Position Overview

Under direction, designs, plans, executes, and coordinates the purchase, installation, and/or relocation of land line communication systems and specialized equipment for the Illinois State Police (ISP) for all new, existing, and renovated facilities. Conducts statewide field visits to ISP facilities for the purpose of inspecting site telephone equipment and to ensure equipment is being properly maintained and use of equipment by agency personnel complies with agency policies, codes, and state contract requirements. 

Job Responsibilities

30% 1. Serves as the statewide coordinator for land lines/ VOIP services for the Illinois State Police.
• Designs, plans, executes, and coordinates the purchase, installation and/or relocation of land line or voice over internet protocol (VoIP) communication systems and specialized equipment for the ISP for all new, existing, and renovated facilities, travelling as needed to perform these duties.
• Confers with architectural firms, construction firms, agency management, Central Management Services (CMS), Department of Innovation & Technology (DolT), and the Capitol Development Board Project Managers from planning stages to completion of projects while directing and implementing changes to meet the objectives of the ISP and requirements for facility land lines/ VOIPcommunication environments.
• Prepares a variety of reports for management outlining facility needs, availability, and interpretation of technologies detailing cost effectiveness, evaluating and prioritizing work to be completed, and recommending actions to be taken.
• Assists in the preparation and on-going maintenance of land lines/ VOIPcommunications systems involving cost data analysis and inventory.
20% 2. Implements guidelines, procedures and/or processes to enhance the provisions of telecommunications services for all ISP facilities and personnel.
• Conducts statewide field visits to ISP facilities to ensure equipment is well maintained and used in accordance with agency policies, codes and state contract requirements.
• Interprets policy and/or procedures as it is related to telecommunications technologies and user interaction.
• Serves as primary liaison to the DCMS on land lines/ VOIPissues, problems and/or requests.
• Handles system failures, network outages and service interruptions.
• Processes new/pending ISP orders including billing interpretation and reconciliation.
• Participates in bid specification preparation and evaluations, and reviews voice communications contracts, etc.
• Prepares training materials and provides training to ISP facilities and users.
• Travels in-state and out-of-state for training seminars, updates, etc .

Job Responsibilities Continued

15% 3. Assists and serves as back up to the ISP Telecommunications Supervisor for ordering, installation, and distribution of wireless equipment/services including air cards, cellular telephones, satellite services and other smart devices for the ISP.
• Assist with wiping all user information from cellular telephones and smart phone devices marked for surplus and properly document surplus information in the department's appropriate inventory system.
15% 4. Serves as ISP records retention coordinator.
• Liaisons with the Secretary of State's Office concerning record retention guidelines .
• Reviews applications and destruction certificates prior to submission.
• Maintains database of files to records retention and forms management.
• Maintain files of all ISP Department forms.
• Prepares internal ISP forms and external files to be accessible via the internet and/or intranet.
• Creates and provides fillable pdf of ISP departmental forms.
• Complete the Logistics Bureau Occupancy report on a quarterly basis.
10% 5. Serves as the liaison to IDOT Print Shop and CMS Graphic Design section.
• Communicate and consults with clients on their submitted design objectives .
• Diagnoses client needs and provide support by translating those needs to CMS Graphic Design section for completion.
5% 6. Serve as the Division of Justice Services Fleet Officer and I Pass Coordinator.
5% 7. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above. 

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with coursework in communications.
2. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications

1. One (1) year experience estimating and budgeting for future needs of the cost of equipment, supplies, and services.
2. One (1) year experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
3. One (1) year experience developing and maintaining cooperative working relationships.

Conditions of Employment

1. Requires ability to pass the Illinois State Police background check.
2. Requires ability to pass a drug test.
3. Required to be fingerprinted
4. Requires a valid Illinois driver's license and ability to travel
