The State of New Hampshire, Department of Health and Human Services, Bureau of Family Assistance has a full time vacancy for Line Supervisor III.

SUMMARY:

Coordinates, implements and supervises the work assignments of DCS Family Services Specialists assigned to the Bureau of Family Assistance (BFA) Long Term Care Unit (LTC) to insure program compliance, timeliness and accuracy, program integrity and client focused service delivery. Establishes and evaluates operational procedures and work methods, and coordinates and supervises the workflow of assigned subordinate staff. This position reports to the LTC Administrative Supervisor.

RESPONSIBILITIES:

Ensures the correct application and implementation of program policy and procedures, and accurate and timely benefit issuance by coordinating, implementing, prioritizing and supervising the daily work performance of Family Services Specialists.

Reviews and analyzes program and performance management data, reports and statistical information for performance implications and reviews with subordinate staff to provide constructive feedback, goal-setting and corrective action planning.

Responsible for personnel decisions and actions including: performance appraisal, employee discipline including recommending termination, assigning work, and interviewing and selection of new staff.

Participates in the development and directly responsible for the establishment, monitoring and evaluation of new work methods and unit procedures to resolve operational problems, and daily staff workload activity schedules and contingency plans to respond effectively to planned and unplanned fluctuations in staff resources and caseloads.

Identifies areas of problematic program operations and service delivery and makes recommendations to address noted areas of deficiency.

Identifies staff training needs, approves training requests and coordinates the provision of training strategies to enhance professional staff development, knowledge and work productivity.

Achieves, maintains and proficiently applies a thorough knowledge of supervision methods and program and technical knowledge to effectively coordinate, supervise and evaluate staff work performance and provide program/technical training, including insuring the accurate interpretation and application by staff of federal regulations, state law, administrative rule and program policy for over thirty (30) complex assistance programs.

Communicates, coordinates and maintains effective, solution-oriented working relationships with all BFA/DHHS employees, supervisors and management; program partner agencies; state, federal and municipal agencies; and the general public to achieve short and long-range BFA goals and advance the understanding of agency services, initiatives and objectives.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years’ experience in client or customer service-related work; explaining rules or regulations; interviewing; claims examination or similar audit and verification activities; direct social service delivery; implementing technical instructions; related work in fields such as banking, accounting, finance, auditing, insurance, customer service, marketing, or social services; or other related work., plus three years of supervisory experience in any occupational area. If related to the program area, the supervisory experience will count as part of the four years total experience. Each additional year of approved work experience may be substituted for one year of the required formal education.

LICENSE/CERTIFICATION: Valid driver’s license and/or access to transportation for use in statewide travel.
