Job Responsibilities

This position is accountable for supervising and coordinating the activities of the Bureau of Investigation and Compliance's (BIC's) finances and ensuring that all state and federal fiscal transactions are administered in a professional and timely manner and in accordance with applicable federal, state, and departmental policies and procedures. 

 

BIC operating budget: $5 million annually
Motor Carrier Safety Assistance Program (MCSAP) budget: $18 million annually

 

This position reports to the Bureau Chief of Investigations and Compliance. There are no subordinates reporting to this position. 


This position works in an environment where s/he is a primary resource in fiscal matters and furnishes fiscal information and support in the development of the BIC's budget requests which include computerized preparation of Illinois State Legislature (ISL) and senate appropriation forms. The incumbent works closely with staff in the department's Bureau of Budget and Fiscal Management and Bureau of Business Services on fiscal and administrative matters related to the BIC's operating budget and accounting functions. The processes for receiving funds are complicated in that it is necessary to consider the policies and procedures of federal agencies. Since these programs have distinct fiscal operations and the federal funding is essential to them, the incumbent's role is significant to the administration of the Highway Safety Programs and the Motor Carrier Safety Assistance Program. 


Typical problems include analyzing and evaluating budgetary needs and formulating recommendations for ensuring compatibility between those needs and available funds. This position effectively communicates with all levels of department management as well as resolves vendor inquiries. The greatest challenge to this position is to provide accurate monitoring and analysis of expenditures to enhance the budget decision-making process for the BIC. Additionally, the position ensures that all reimbursement functions are performed efficiently and in accordance with federal and state requirements. 

 

The incumbent supervises and coordinates the activities of the BIC's finances and ensures that all state and federal fiscal transactions are administered in a professional and timely manner and in accordance with applicable federal, state, and departmental policies and procedures. The incumbent prepares the necessary correspondence to the National Highway Traffic Safety Administration (NHTSA), Federal Motor Carrier Safety Administration {FMCSA), and the Federal Highway Administration (FHWA) to obligate federal funds for each activity in the Highway Safety Plan and Commercial Vehicle Safety Plan. The incumbent monitors these programs to identify cost underruns and overruns in project costs and adjusts obligations accordingly. The incumbent will monitor office expenditures to advise BIC management of surpluses or shortfalls, process the BIC’s operating budget requests, interpret departmental policies and procedures relative to the BIC’s financial activities, and prepare responses to vendor inquiries. This position reviews and distributes various financial reports to BIC’s management and other departmental offices.

Job Responsibilities

The incumbent has considerable freedom to exercise initiative in the execution of duties. There are daily changes to the status of operating and program funds which must be identified and acted upon. The incumbent must take action to ensure that all program administrators are aware of the current status of funds and alert them to potential administrative fiscal problems. This position is guided by policies of the BIC, federal and state fiscal policies and procedures, and the department’s fiscal policies.


The incumbent has internal contacts with the Office of Finance and Administration, Office of Highways Project Implementation, and the Office of Chief Counsel for the purpose of accomplishing fiscal activities for the BIC. Externally, the incumbent has contacts with the NHTSA, FMCSA, FHWA, and other state agency partners as well as the Office of the Comptroller, Department of Central Management Services, and the Illinois State Legislature. The incumbent is also in contact with fiscal officers of the NHTSA, FMCSA, and FHWA on matters affecting the status of federal funds This position requires minimal in-state and out-of-state travel which may include overnight stay to attend federal fiscal management conferences and training sessions. 


The effectiveness of this position is measured by the quality and timeliness of the BIC’s fiscal transactions. The successfulness is also measured by the integrity of all fiscal accounting activities within the BIC. 

Principal Accountabilities

1. Directs and supervises the maintenance of ledgers reflecting the status of federal funds and the BIC’s operating funds via the road fund.
2. Reviews budgetary controls to ensure fiscal accountability that would withstand an audit compliance test.
3. Prepares state budgetary forms required to obtain appropriations.
4. Monitors accounting functions to ensure invoice payments and audits. S/he must make sure general accounting practices fit together and maintain the operating procedures for procurement activities.
5. Monitors transactions against the Highway Safety and Motor Carrier Safety funds to ensure the state is reimbursed on a timely basis.
6. Prepares correspondence to the NHTSA, FMCSA, and FHWA to obligate, de-obligate, and transfer federal funds to appropriate program tasks.
7. Trains and evaluate subordinate personnel to ensure a well-developed and competent staff.
8. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
9. Performs other duties as assigned.

Qualifications

Position Requirements

 

• Education/Experience:

  • Completion of a bachelor’s degree in majoring in public finance or accounting plus two years of experience with managing a state or federal budget, managing a state or federal contract, or a combination thereof, OR
  • Eight years of experience with managing a state or federal budget, managing a state of federal contract, or a combination thereof

• Valid driver’s license
• Minimal in-state and out-of-state travel which may include overnight stays to attend federal fiscal management conferences and training sessions
• Successful completion of a background screening

 

Position Desirables
