Job Description - Fiscal Analyst III

BALTIMORE COUNTY PUBLIC SCHOOLS CLASS TITLE : Fiscal Analyst III TITLE CODE : V11060 GRADE: 07/OPE - $82,229 to $129,668 (Annual Salary Scale for Exempt 12-Month Employees Represented by BCPSOPE 2023-2024 Effective July 1, 2023) REPORTS TO : Director, Budget & Reporting DEFINITION : Under direction, plans and directs formulation of capital and/or operating budgets of the Baltimore County Public Schools (BCPS). Plans and directs studies of the organization management methods, policies, and procedures that further the mission of the Baltimore County Public Schools. Performs other duties as assigned. EXAMPLES OF DUTIES :
  • Performs analysis of agency operating and capital budget formulation requests. Plans, directs, coordinates, and participates in continuing special analysis of organizational efficiency, management methods, and record control. Implements new procedures, methods, and systems of financial analysis.
  • Prepares recommendations for the Director, the Executive Director of Fiscal Services, and the Superintendent. Analyzes complex BCPS operating and capital budget requests and makes recommendations.
  • Prepares estimates of BCPS revenue from various sources. Performs cost analysis of labor negotiations and legislative proposals, making recommendations as needed.
  • Projects salaries, benefits, position vacancies, and manages position control for budgetary purposes.
  • Works with state and county agencies on compliance and reporting requirements and financial data associated with state and federal grant programs. Serves as the liaison between BCPS and County fiscal authorities.
  • Prepares comprehensive statements on BCPS fiscal policy and financial condition. Advises department heads or representatives on matters of budgetary, fiscal, and organizational policies and procedures.
  • Represents the Office of Budget & Reporting at BCPS Board of Education hearings.
  • Plans and coordinates automated budget systems in conjunction with information management personnel.
MINIMUM QUALIFICATIONS :
Education, Training and Experience :
Graduation from an accredited college or university with a bachelor's degree in accounting, business, or a related field. Six years' experience in budget analysis and/or management analysis in large/diverse public organizations required. Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the class may be considered. Thorough knowledge of budgeting and accounting principles and practices. Thorough knowledge of government and public administration. Knowledge of function and operation of public school systems. Knowledge of Microsoft Office Suite and related applications. Skill in investing and analyzing budgetary data. Skill in the analysis of management, organizational, and operational issues. Skill in the development, preparation, and presentation of reports and recommendations. Skill in the use of database, spreadsheet, and word processing applications. Skill in the preparation and interpretation of financial statements and reports.
Skill in performing mathematical and statistical calculations. Skill in the processing of financial information. Ability to plan, assign, and review the work of others. Ability to establish and maintain effective working relationships with all contacts. Ability to communicate effectively both orally and in writing. Ability to formulate, interpret, and administer policy. PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. CONDITIONS OF EMPLOYMENT :
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends. Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
