Sangamon County Department of Community Resources is looking for a Fiscal Assistant. 

Responsibilities

Under the supervision of the Fiscal Manager, performs various responsible administrative and management tasks in the direction and coordination of centralized accounting functions for the Department Participates in the annual design and preparation of individual grant and overall budget documents.

DUTIES

  1. Develops/assists and prepares budget documents for the Department as a whole and for each of the several grant programs operated by the Department.
  1. Maintains a working knowledge of the fiscal requirements and contracts set forth in the Sub-Grantee Agreement with the Illinois Department of Commerce and Economic Opportunity and Illinois Department of Healthcare and Family Services for each of the several grant programs administered by the Department.
  1. Provides administrative staff and Coordinators with regular, accurate reports of funding status and forecasts of fund availabilities, based on available MIS data.  Departmental ledgers and information furnished by the Sangamon County Treasurer’s Office.
  1. Attends training sessions, meetings, conferences, and seminars offered by the Illinois level of knowledge of requirements for programs operated by the Department.
  1. Establishes and maintains a working relationship with the Sangamon County Treasurer.  Auditor and Clerk, and functions as the Department’s principal contact with those offices.
  1. Cooperates with external auditing firms appointed by the Illinois Department of Commerce and Economic Opportunity and Healthcare and Family Services to audit the individual programs operated by the Department; and assists/cooperates with other audits of the Department’s accounts, files, or procedures.
  1. Monitors loans made by the Department under the Community Services Block Grant Program and loans presently being supervised by the Department under the programs, preparing regular reports for the administrative staff.
  1. Prepares and maintains departmental payroll and attendance records, securing them in a necessarily confidential manner; surveys procedures and policies on same, recommending changes and updates when needed
  1. Prepares and distributes to administrative staff and appropriate supervisors regular reports on attendance and tardiness deficiencies.
  1. Review programmatic budget requirements; monitor expenditures for compliance.  Prepare regular analysis of expenditures and submit written recommendations to appropriate administrative staff.  Review program materials as necessary in order to become familiar with program needs and requirements.
  1. Represents the Department at meetings and events as may be required.
  1. Performs other duties as may be assigned or required.

Requirements

REQUIRED QUALIFICATIONS:

  1. B.S./B.A. degree in Public Administration, Business, Social Services, Management or other related disciplines. Relevant experience may be substituted on a year-for-year basis in lieu of formal education.
  1. At least two years professional supervisory experience in accounting, finance, auditing, budgetary planning/control, or public accounting.
  1. A thorough knowledge of accounting and audit theory, a generally accepted audit standards and associated principles, methods and procedures.
  1. A working knowledge of Federal and Illinois regulations as pertains to the grant programs operated by the Department.
  1. A familiarity with standard office practices and procedures, and with commonly used office equipment.
  1. The ability to coordinate the fiscal activities of the Department.
  1. The ability to work well with people, communicate clearly both orally and in writing and to deal tactfully with occasionally difficult situations.
  1. Familiarity with data processing systems.

Benefits:  Work Hours:  Monday – Friday 8:00 am – 4:30 pm.  Salary Range:  $49,222-58,000; 2 weeks paid vacation, 3 personal days, 12 paid sick leave days and 13 paid holidays per year.  Individual Family health, dental, and life insurance options, and retirement.
