Organization: Youth & Family Services (YFS)

Department: HR

Position: Human Resources Specialist

Status: Full-Time

Reports to: Human Resources Coordinator

Location: Rapid City, SD

Work Schedule:

Work Days: Monday through Friday 

Hours/Week: 40

Minimum Qualifications: Bachelor's degree in Human Resources or related field including accounting or PHR, SHRM-CP, or SPHR . One to two years of experience in the HR field, including work experience in compensation and benefits. Maintain current credentials and certifications. Good prioritizing skills, organizational skills, and the ability to work independently. Strong written and verbal communication skills. Strong Excel and Word skills. Accuracy and attention to details. Must be dependable, accurate, and maintain confidentiality. Ability to maintain a positive, upbeat attitude. Ability to monitor and manage multiple projects and meet deadlines. Ability to engage in creative, effective problem solving. Ability to communicate and cooperate with staff, persons of all socio-economic levels, and diverse populations effectively and tactfully. Current vehicle liability insurance and a valid driver’s license required.

Essential Functions:

  • Assist supervisor with the development and implementation of personnel policies and procedures.
  • Assist Coordinators and Directors with YFS personnel policies & procedures.
  • Assist supervisor with benefits administration to include claims resolution, change reporting, and communicating benefit information to employees.
  • Ensure cafeteria plan claims (Health and Dependent Care FSA) are processed in accordance with IRS regulations and instruct employees on process and procedures.
  • Coordinate annual benefit renewal rate meetings, ensure ACA requirements/Form 1095 are met. Conduct annual staff benefit renewal meetings including all online enrollment.
  • Process FMLA requests in compliance with agency policies, procedures, and federal regulations.
  • Update and create new job descriptions.
  • Assist supervisor with conducting wage surveys.
  • Process Worker's Compensation paperwork and follow-up on active claims. Stay up-to-date on Worker's Compensation laws.
  • Process status changes.
  • Oversee and provide backup for new hire orientations and the follow-up of paperwork documentation storage and data entry into Human Resources databases (ezHR and eFile Cabinet).
  • Ensure that the application, hiring, orientation, evaluation, and separation processes have current written step-by-step procedures.
  • Assist supervisor with all aspects of separation process when needed.
  • Complete SD Department of Labor and EEO-1 reports.
  • Ensure unemployment insurance claims are reviewed and processed including: providing supporting documentation, submitting appeal documentation, following up with the Department of Labor & Regulation, and managing appeal hearings in compliance with state and federal regulations.
  • Act in accordance with purpose, philosophy, values, goals, policies, and procedures of YFS. Additional Functions

Additional Functions: Perform additional duties as assigned by supervisor. Provide back-up support to all other Human Resources positions. Maintain detailed, written step-by-step instructions on job responsibilities.

Environmental Functions: Perform duties in a controlled office environment and remotely. Ability to lift up to 25 lbs.
