This position is accountable for implementing, monitoring, and evaluating the department's interview and selection process for technical and code position vacancies.
Total department employees: approximately 5,000
Annual entry-level civil engineer hires: 150 - 300

Annual interviews conducted: 500 - 800
This position reports to the Personnel Administration Section Manager. Reporting to this position are the Interviewing Unit Coordinator, Interviewer, and Interview Scheduler. This position operates within a service environment and provides personnel related support to management and employees at every level. In consideration of court rulings, this position plays an important role in ensuring departmental interview practices are consistent with the rulings. This position maintains effective liaison with management department-wide to ensure the integrity of the department's interview and selection process. In addition, the incumbent should be aware of the continual changes in the needs of the Illinois Department of Transportation (IDOT) to achieve departmental hiring goals. This includes a concentrated effort to encourage diverse interview panels. This position is responsible for ensuring the integrity of the interview process. Typical problems faced by the incumbent involves coordinating interview dates and interview teams that will best meet the needs of the office/district conducting the interview as well as ensuring that the selection criteria used throughout the department is consistent with departmental policy, the Comprehensive Employment Plan (CEP), as well as civil rights legislation and court rulings.
The incumbent assigns, directs, monitors, and reviews all functions performed by the Interviewing Unit. The incumbent establishes procedures to be followed by staff members in carrying out individual activities and assists staff on the more involved problems confronted. The incumbent prepares and/or assists with the hiring criteria and weights interview questions and interview screening criteria in preparation for the interviews. The incumbent receives, reviews, approves, corrects, or disapproves personnel hiring interview packets and verifies appropriate documents and forms are attached. The incumbent approves question and criteria and assigns section personnel to represent the Bureau of Personnel Management (BPM) at these interviews. The incumbent performs full range of interview functions in accordance with all statutes, rules, policies, procedures, collective bargaining agreements and the Personnel Code. The incumbent verifies departmental staff are certified to participate on interview panels and maintains and coordinates certification and recertification dates. The incumbent verifies conflict of interest and disclosure documents are submitted and confirms eligibility of panel members. The incumbent completes the Department of Human Rights hiring and promotional documents for the Bureau of Civil Rights for all hiring related transactions. The incumbent utilizes the Success Factors database for interview and selection of candidates to fill technical vacancies. The incumbent is responsible for training all staff statewide on the proper methods of conducting interviews and coordinating the extension of employment offers. The incumbent serves as primary contact person to provide assistance to agency management, supervisors, human resources (HR) staff and others regarding interview and selection related inquiries. The incumbent interprets and explains personnel policies and procedures. The incumbent coordinates and completes required paperwork between parties, provides day-to-day guidance to the Personnel Administration Section interviewing staff, and may represent the BPM at the interviews. The incumbent counsels, trains, and evaluates staff responsible for scheduling and conducting interviews. Accountabilities are accomplished with the assistance of the following staff: Interviewing Unit Coordinator who is accountable to serve as the statewide interview proctor for the IDOT.
This position serves as a liaison between the IDOT and Central Management Services (CMS) to ensure
compliance with interview sequences. Interviewer who is accountable for assisting in the departmental selection process for technical position vacancies as well as ensuring compliance with code position interviewing regulations. Interview Scheduler who is accountable for coordinating the interview process from scheduling through selection. Internal contacts include departmental management at all levels in conjunction with the interviewing process, supervisors, and staff. External contacts include the public and various state agencies. The incumbent is given broad latitude and discretion in accomplishing duties and is charged with the responsibility of resolving problems of a consequential nature. The incumbent functions in accordance with Central Management Services (CMS) rules, IDOT personnel policies, union agreements, and applicable state and federal laws. Occasional statewide travel with overnight stays may be required. The effectiveness of this position can be measured by the ability of the incumbent to provide timely and quality personnel service to management to maximize effectiveness and efficiency of departmental hiring operations.

Coordinates approval of questions and selection criteria for departmental interviews. 4. Provides day-to-day guidance to the Interviewing Unit staff members. 5. Acts as the interview proctor for all interview sequences. 6. Counsels, trains, and evaluates staff responsible for scheduling and conducting interviews. 7. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. 8. Performs other duties as required.
