WHO WE ARE

The Justice Administrative Commission (JAC) provides administrative services on behalf of 49 judicial related offices (JROs), including 20 Offices of State Attorney, 20 Offices of Public Defender, five Offices of Criminal Conflict and Civil Regional Counsel, three Offices of Capital Collateral Regional Counsel, and the Statewide Guardian ad Litem Program. While the JAC administratively serves these offices, the JAC does not supervise, direct, or control any of the offices it serves. JAC also provides compliance and financial review of billings for services provided by private court-appointed attorneys representing indigent persons and associated due process vendors.

The Commission is comprised of two State Attorneys, appointed by the President of the Florida Prosecuting Attorneys Association, and two Public Defenders, appointed by the President of the Florida Public Defender Association. The Commission appoints an Executive Director, who is charged with oversight of necessary staff to efficiently and effectively carry out the JAC's duties.

Although JAC is a state agency, it is not part of the State Personnel System. However, JAC is a member of the Florida Retirement System and participates in the State Group Insurance Plan.

POSITION SUMMARY

This position is located in the Court-Appointed Audit Unit. This position's primary duties involve auditing and analysis of billings from private court-appointed attorneys representing indigent persons in criminal and dependency court cases as well as associated due process vendors (e.g. Investigators, Court Reporters) to determine if the billings meet statutory requirements, are accurate and appropriately billed, and are reasonable.

PRIMARY DUTIES

  • Serve JAC as a model employee through commitment to the agency goals and mission, professional integrity, communication, and overall interaction with all members of JAC staff and those we serve.
  • Display a commitment to the mission, vision, and core values at JAC.
  • Review court-appointed or indigent for costs billings for reasonableness and compliance with Florida law, the requirements of the Florida Department of Financial Services (DFS), JAC Contracts, and JAC Policies and Procedures.
  • Access the online Comprehensive Case Information System (CCIS) and other online databases to verify and obtain information related auditing billings.
  • Forward billings to the Approval Unit for payment if the billing meets all requirements.
  • Reject billings, issue audit deficiencies, prepare Letters of Objection or No Objection if the billings do not meet requirements.
  • Update information in JAC's Court-Appointed Attorney Tracking System (CAATS).
  • Ensure documents are accurately entered into Laserfiche (JAC's Electronic Document Management System).
  • Participate in unit meetings and other meetings.
  • Identify issues or problems with CAATS or Laserfiche systems.
  • Aside from assigned primary billing types, audit other billings on an as-needed basis. This entails reviewing the bill for reasonableness and compliance with the contract and JAC policies and procedures. May also issue Audit Deficiencies and prepare Letters of Objection or No Objection.
  • Process Orders to Pay as needed.
  • Other duties as needed.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of court documents and clerk of court progress dockets and records.
  • Knowledge of requirements for indigent for costs cases including those set forth in s. 27.52(5), F.S.
  • Ability to be familiar and comply with the requirements of Florida law and the Department of Financial Services, including ss. 112.061 & 215.422, F.S.
  • Ability to analyze and evaluate data in various formats.
  • Ability to independently conduct audits of attorney fee and due process billings.
  • Ability to quickly understand and accurately use new hardware and software.
  • Ability to participate in training opportunities to improve knowledge, skills, and abilities.
  • Ability to communicate respectfully and effectively, both verbally and in writing.
  • Ability to participate in unit meetings and provide appropriate input.
  • Ability to identify and propose possible process improvements.
  • Ability to be open to suggestions for process improvements from co-workers.
  • Ability to develop and implement policies, procedures, goals, and objectives.
  • Ability to prioritize competing assignments while maintaining personal composure.
  • Ability to establish and maintain effective working relationships with other employees and the general public.
  • Ability to deal with conflict in a positive and constructive manner.

MINIMUM REQUIREMENTS FOR THIS POSITION

Preference given for candidates with certifications and experience in court reporting, court reporter services, an associate's or bachelor's degree in criminal justice, criminology, criminal investigations, social work, or any other relevant work experience in the dependency/child welfare system or criminal justice system and criminal investigations.

Candidates with an associate's or bachelor's degree in accounting, finance, or a Certified Public Manager or Certified Six Sigma designation/certification are also encouraged to apply.

WHERE YOU WILL WORK

JAC is in a hybrid telework environment. If you are the selected candidate, you will be required to work in the office for a minimum of two days per work and part time in home depended on work performance and work product quality. This hybrid work schedule will occur after the successful completion of a three-week or longer, depending on circumstances, in-office orientation and training.
