Job Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as Labor Exchange Manager. Responsibilities include formulating policy and functioning as business manager and technical advisor for the agency’s statutorily mandated labor exchange system and related data management. This position provides a great opportunity for someone who has a strong knowledge of state labor exchange systems and their role in the publicly funded workforce development system,
as well as experience working with vendors and end-users to define business requirements and enhance end-user experience and customer service for online employment services applications. The ideal candidate for this position will have extensive experience in the delivery of publicly funded workforce services, including managing an online labor exchange platform, supervising a team of subordinate client service staff, and collaborating with partners to improve services for job seekers, unemployment insurance claimants, and businesses in need of reemployment services. Job Responsibilities

  1. Subject to management approval, serves as the Labor Exchange Manager for the Illinois Department of Employment Security (IDES).
  2. Functions as business manager and technical advisor for the agency’s statutorily mandated labor exchange system and related data management.
  3. Organizes and directs the analysis, design, development, implementation and operation of the agency’s labor exchange system.
  4. Prepares and presents written and oral reports containing detailed findings and recommendations.
  5. Serves as full-line supervisor. 
  6. Keeps abreast of new developments in laws, rules and regulations as they apply to the labor exchange system and services, including but not limited to management of the labor exchange system application and system data.
  7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications (In Order Of Significance)

  1. Four (4) years of experience in data management.
  2. Five (5) years of experience working with an online labor exchange platform or an online platform in a closely related area, such as hiring or human resources, including developing strategies to improve user experience.
  3. Three (3) years of managerial experience in the development, implementation and maintenance of a program, including developing long-term goals and objectives, and directing activities and operations.
  4. Three (3) years of professional experience supervising staff, including providing training and evaluating staff performance.
  5. Five (5) years of experience working with a publicly funded employment or unemployment program; examples of applicable employment or unemployment programs include but are not limited to: unemployment insurance programs; the Reemployment Services and Eligibility Assessment (RESEA) program; Wagner-Peyser employment services programs; Workforce Innovation and Opportunity Act (WIOA) programs; and vocational rehabilitation programs.
  6. Four (4) years of experience working with IT business units and/or vendors.
  7. Two (2) years of experience as a project management lead.
  8. Basic proficiency in Microsoft Office Suite products, including Outlook, Word, PowerPoint and Excel.

Conditions of Employment

  1. Requires ability to comply with the revolving door provisions of the State Officials and Employees Ethics Act during employment and for a one-year period following termination of employment.
  2. Requires an Illinois State Police background check and self-disclosure of any criminal history.
  3. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  4. This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
  5. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
