Job Description - Laboratory Manager

Through our partnership with the National Institutes of Health, Kelly Government Solutions offers administrative, IT, engineering, scientific, and healthcare professionals the opportunity to work with the leading medical research center in the world. We are seeking a Laboratory Manager at the National Institutes of Health in Bethesda, MD

This is a long-term contract position which offers:

TASKS/SERVICES . The contractor shall:

  1. Maintain laboratory records, reports, and files.

  2. Develop manage a laboratory information management and system.

  3. Maintain complete, detailed records of all experiments performed.

  4. Update and maintain unified records of all protocols; make them available to lab staff and other scientists.

  5. Develop protocols for lab equipment and new techniques.

  6. Collect, organize, and record experimental data in a form suitable for publication.

  7. Maintain complete, detailed records in a searchable digital database.

  8. Recreate each experiment describing protocols, methods and procedures used; include summaries of data obtained and descriptions of any problems or unusual situations encountered in carrying out the experiment.

  9. Provide daily oversight and management of laboratory operations to ensure continuity of experiments and data analyses.

  10. Coordinate the relocation of scientific equipment, office supplies, workstations, research supplies and personnel to ensure minimal interruption of workflow.

  11. Maintain lab records (including ordering, equipment records and data archiving).

  12. Procure laboratory supplies, reagents and equipment when needed; collect and organize billing paperwork.

  13. Maintain the equipment through troubleshooting and performing or coordinating maintenance, service and repair tasks as necessary.

  14. Manage and resolve lab administrative and technical problems.

  15. Evaluate and arrange for efficient space utilization of the laboratory.

  16. Identify relevant concerns, research applicable regulations and policies, compile and analyze material from many disparate and difficult to access sources

  17. Develop standards, timelines, SOPs, and delegations of authority for use within the laboratory.

  18. Identify management and operational initiatives to support all aspects of the laboratory.

  19. Coordinate laboratory space management, labeling and maintenance of common lab areas.

  20. Coordinate all aspects of keeping physical lab and space functional at all times.

  21. Coordinate space usage and facility renovation/construction projects.

  22. Track purchase and arrival of laboratory equipment.

  23. Organize and keep detailed records of ordered supplies and delivery slips.

  24. Oversee the accurate tracking and monitoring of expenditures.

  25. Investigate cost-effective mechanisms for the procurement and maintenance of specialized lab services.

  26. Monitor, track and order all supplies and reagents for laboratories.

  27. Explore and make recommendations on alternatives to improve the management and utilization of laboratory resources.

  28. Manage laboratory acquisitions and maintenance contracts.

  29. Investigate and implement cost-effective mechanisms for procurement of common and specialized chemicals, reagents, lab supplies and laboratory services.

  30. Negotiate standing orders and service contracts for equipment; arrange for maintenance and repair of equipment.

  31. Conduct program and financial planning and evaluation.

  32. Propose funding estimates for new lab initiatives and on-going project activities.

  33. Maintain status of all laboratory inventory; coordinate and assist in the acquisition of all supplies and equipment from commercial vendors; serve as liaison to purchasing agent.

  34. Make modifications and improvements in laboratory methods/procedures to meet specific needs or experimental situations.

  35. Determine problems or deficiencies in methodology or protocols; take appropriate corrective action.

  36. Develop protocols for laboratory equipment and new techniques.

  37. Identify relevant concerns, research applicable regulations and policies, compile and analyze material from many disparate and difficult to access sources

  38. Coordinate installation of and training on new equipment.

  39. Ensure that all staff have required training and certification needed for human and/or animal research.

  40. Provide training to staff in the use of techniques, procedures and equipment needed to complete the objectives of the laboratory.

  41. Provide training to students and other personnel in the use of laboratory equipment and in the performance of specialized procedures, techniques, etc.

  42. Ensure that skills and training are kept current on all laboratory and institute requirements.

  43. Provide guidance and assistance to other members of the laboratory using basic techniques.

  44. Mentor Post-Bacs to successfully understand and execute experiments to add valuable contributions to projects.

  45. Manage completed training data for new staff.

  46. Generate, process, and analyze datasets to be included in scientific reports.

  47. Assemble data in both tabular (i.e., tables, graphs, charts) and narrative form; note any inconsistencies or areas where the data appear inconclusive.

  48. Update and maintain laboratory notebooks and databases; gather, analyze and interpret data; prepare summaries and reports.

  49. Perform laboratory procedures (i.e., gel electrophoresis, enzymatic assays, culturing of eukaryotic and bacterial cells, protein purification, light microscopy, etc.).

  50. Perform biological sample preparation techniques (fixation, embedding, sectioning, staining, dehydration, drying, coating, etc.).

  51. Establish, execute, review, and evaluate laboratory procedures and policies and procedures for operating functions of laboratory.

  52. Conduct research experiments to support ongoing research projects.

  53. Purchase supplies using POTS, stock supplies; make solutions; dispose of chemical waste; etc.

  54. Analyze and suggest selected purchase equipment and monitor maintenance and service agreement.

  55. Inventory and procure new equipment and computer hardware/software programs and licenses.

  56. Develop and prescribe technical specifications for laboratory equipment or other products or services; determine and contact potential procurement sources; negotiate or confirm costs and availability.

  57. Work with section head to investigate, review and recommend the purchase of new equipment; schedule demonstrations, initiate purchase.

  58. Coordinate laboratory purchase of inventory, storage, and supplies usage.

  59. Independently assess and utilize methods and/or procedures for use in laboratory experiments.

  60. Participate in the writing and preparation of scientific manuscripts, presentation of new results.

  61. Develop, import, and implement new protocols.

  62. Locate and review pertinent literature to identify the most applicable protocols and methods.

  63. Serve as an on-site expert for active trial sample acquisitions.

  64. Provide program guidance to other scientific, academic, or clinical organizations and pharmaceutical companies in support of cooperative endeavors.

  65. Provide specialized scientific support, including participation on the design, planning, conduct, and evaluation of experiments.

  66. Make presentations of results and findings; maintain up-to-date knowledge of new ideas and developments in the field; coordinate and mentor junior staff members.

  67. Develops and maintains appropriate control and quality assurance procedures such as PPE, hazardous waste, SOPs, etc.

  68. Prepare laboratory for upcoming inspections; certify lab preparedness for Site Monitoring Visits and maintain clinical laboratory records received in the lab.

REQUIREMENTS . The contractor must have:

  1. Bachelor’s degree in Neuroscience, Physiology, Pharmacology

  2. Experience with good Lab Management Practices

  3. Experience with: Animal Handling: Mouse, Maintaining Stock Solutions, Intraperitoneal Injections, Intravenous Injections, Subcutaneous Injections, Intramuscular Injections

  4. Experience with Software such as: Powerpoint, Excel, NIH POTS, Outlook
