Summary This position is located in the Care in the Community Service, at the Mann Grandstaff Veterans Affairs Medical Center (MGVAMC), Spokane, WA. The primary purpose of this position is to analyze the effectiveness of Care in the Community Services, manage reports, coordinate/provide action plans, and advise management on ways to improve the organizational procedures, effectiveness and efficiency of Community Care services at MGVAMC. Responsibilities Knowledge of the major issues, program goals and objectives, work processes, standard operating policies, special operating procedures, and administrative operations of the Community Care Services, Care Coordination and Fiscal operations. A broad understanding of related programs and how they impact the local, network, and national Office of Community Care and Community Care activities function. Ability to develop procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems designed to prevent waste, loss or unauthorized use in fee services and the Community Care program. Ability to use qualities and quantitative analytical techniques to analyze the effectiveness of Community Care Services and the Community Care Coordination Program and advise management on ways to improve organizational procedures, effectiveness and efficiency of fee services to meet established goals and objectives at the at the MGVAMC. Experience with and knowledge of Microsoft office including Excel spreadsheets and able to utilize a full-range of office automation skills and techniques (i.e., word processing, spreadsheets, graphics, data base management, etc). Knowledge of bylaws of the VA systems such as maintaining confidentiality of patient information via: the Privacy Act of 1974, new HIPAA regulations and other applicable laws. Ability to identify data required for the use in the management of fee services and the Community Care program. Ability to advise management on the potential benefits and uses of automation to improve the efficiency of program operations. Knowledge of basic Medical Terminology and the ability to convey said Medical Information adequately. Technical skill and knowledge necessary to provide requested information in all areas of the VAMC and VA systems to include but not limited to VISTA, CPRS, FBCS etc. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position, you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative experience supporting a large service; planning and outreach activities; program support; qualitative and quantitative analysis; assisting with budget plans; administrative training; experience following current procedures, policies, directives, and laws concerning services provided and eligibility for services. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the Bachelor's. Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive administrative experience pertaining to Care in the Community Services; program support; qualitative and quantitative analysis; ability to interpret and follow applicable laws (United States Code), VA Directives and regulations, station directives, legal decisions and state laws pertaining to provision of care in the community; skill in oral and written communication to provide a clear, logical, and concise explanation of complex information; identify and analyze situations with a wide range of variables and scope with numerous problems and responsibilities quickly and decisively; experience with a variety of software programs and computer systems to include web based products, databases, and health information systems; assists with execution of service budget. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, such as lifting papers, notebooks, keyboarding and manuals, less than 15 pounds.
