Job Description - Monitor Yard Manager

Boston Public Schools seek a Monitor Yard Manager, BPS Department of Transportation Reports to: Assistant Director, Monitor's Unit; BPS Department of Transportation Position Description:
The SPED Cab Monitor Yard Manager will supervise a team of two Operations Coordinators and one Customer Service Team Lead to ensure cohesive management of the day-to-day operations of one of the three Boston Public Schools bus yards. Under the supervision of the Assistant Director of Special Education Monitor Unit, the SPED Cab Monitor Yard Manager will oversee all operations for their yard, including the management of the assigned and standby bus monitors. They will work closely with all DOT staff, schools, Special Education, and Transdev staff to identify high-level parent, principal, and other external stakeholder issues that arise that require immediate attention and resolution. The Yard Manager will directly take on the most serious monitor-related problems - elevating them to the proper authorities when necessary, and working with other BPS departments and the Assistant Director of Special Education Monitor Unit to find resolution and ensure follow-up. The Yard Manager will work proactively to engage with families and principals to assess the various transportation needs and implement actions that exhibit the ability to efficiently and effectively problem solve. The Yard Manager will also be responsible for the performance evaluation management of their yard's staff. Successful candidates will be team oriented, exhibit strong leadership skills, and will be able to effectively navigate in a fast-paced environment Responsibilities:
  • Responsible for supervision and performance evaluation of Operations Coordinators and the Customer Service Team Lead
  • Oversee all operations for their yard, including the management of yard employees
  • Ensure each shift has proper coverage, with availability to support as needed
  • Ensure students receive mandated transportation service, per IEP requirement.
  • Provide proper follow up regarding monitor attendance and other disciplinary issues
  • Communicate effectively with the Operations Coordinators and Customer Service Team Lead to ensure timely responses are provided for high-level complaints/messages received from parents, monitors, public and private school officials, and other staff
  • Demonstrate a full understanding of unit policies and standard procedures, and ensure Monitor Unit staff follow established protocols to maintain an efficient operation and meet the terms of the monitors' Collective Bargaining Agreement (CBA).
  • Recommend improvements for unit procedures.
  • Respond to emergency situations at the yard or at schools at irregular hours to ensure sufficient coverage and student safety
  • Investigate and resolve payroll discrepancies in a timely manner
  • Work with the Bus Monitor Team and the City on Workers Compensation
  • Work alongside Behavioral Analysts to organize training opportunities for monitors
  • Support and advise on investigatory meetings into alleged monitor misconduct
  • Assist with the planning and execution of the annual bid
  • Must be able to work a flexible schedule, and be on-call for emergency phone calls during weekends and holidays
  • Transport Monitors to Schools and Buses if need be using the BPS Car (Valid Driver's License Required)
  • Other duties as assigned by the Assistant Director or Executive Director of Transportation
Qualifications - Required:
  • Bachelor's Degree or 2-5 years of management experience
  • Proven ability to train and manage full circle staff performance evaluation cycle
  • Strong communications skills, including but not limited to: presentation, staff performance/feedback conversations, meeting facilitation, execution and delivery of written reports.
  • Demonstrated analytical ability, through the use of Microsoft Excel and/or other database platforms.
  • Ability to work cross-functionally, across multiple teams and projects, while still achieving desired outcomes and meeting project timelines.
  • Ability to work outside the usual business hours on evenings, weekends, and as needed to respond to emergencies
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment
Qualifications - Preferred:
  • Masters Degree in Management, Business Administration, or related field.
  • Experience working with special education student populations or knowledge of special education student support needs
  • Knowledge of the transportation industry generally or school bus operations specifically
  • Management experience with a large, diverse, and unionized workforce
  • Second Language Proficiency in (Spanish, Arabic, Haitian Kreyol, Chinese (Mandarin), Vietnamese, Cape Verdean Creole, Portuguese or Somali)
Terms : Managerial, C51Work Schedule:
Pace: 9 am - 5 pm, steady with peak periods; some evening and weekend responsibilities driven by monitor bids, school start-up, and occasional operational needs.
