The Florida Department of Children and Families (DCF)  is   the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking, and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Economic Self Sufficiency (ESS) Program  helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.

Under the ESS Program, the Office of Public Benefits Integrity (OPBI)is responsible for investigating public assistance fraud or misuse regarding the SNAP (Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

OPERATIONS ANALYST I – Office of Public Benefits Integrity

 

MINIMUM QUALIFICATIONS:

  • Ability to collect, evaluate, and analyze data
  • A copy of your valid state-issued Driver's License will be requested.
  • Proficiency in Microsoft Office Suite (to include Outlook, Word, Excel, and PowerPoint and Publisher)

 

 

PREFERENCE WILL BE GIVEN TO CANDIDATES WITH THE FOLLOWING:

  • Current OPBI Benefit Investigation Experience
  • Completion of the ESS/ACCESS Pre-Service Policy training course.
  • Demonstrates advanced skillset with leadership potential
  • Proficiency in the FLORIDA system
  • A willingness to travel

 

 

POSITION DESCRIPTION:

This position reports directly to the OPBI's Public Assistance Fraud Reward Program's supervisor located in the Headquarters Office in Tallahassee, Florida.

The position is classified as a Career Service position, working 40 hours per week, Monday-Friday.

Travel and use of your personal vehicle may be required.

The incumbent will ensure the job duties and responsibilities are completed in a timely manner and with a high accuracy rate. It is important for the applicant to display a professional attitude and strong work ethic.

Duties include assisting in fraud investigations and providing support in the recovery of funds lost due to waste, fraud, or abuse. This position is qualified to be exempt from public record.

The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.

 

POSITION DUTIES AND RESPONSIBILITIES:

This is a professional position responsible for analyzing allegations of public assistance fraud reported by the public, internal DCF employees, and other agencies to the Office of Public Benefits Integrity (OPBI) as part of the Public Assistance Fraud Reward Program's Fraud Reward Assessment Team (FRAT). Duties for this position include, but are not limited to, the following:

  • Collects and analyzes evidence through detailed computer searches. Communicates with reporters, clients, and/or collateral contacts to resolve inconsistent eligibility factors to effectively determine fraudulent activity. Enters data information into the system of record. Submits supporting documents to the department's system of record. 
  • Prepares referrals for further investigation to the Division of Public Assistance Fraud (DPAF), or the US Department of Agriculture’s (USDA) Food and Nutrition Service’s Inspector General to investigate retailers for vendor trafficking or misuse of Supplemental Nutrition Assistance Program (SNAP) benefits.
  • Monitors the Document Imaging FRAT Work Group folder. Processes/submits complaints according to established procedures.
  • Timely and accurately answers incoming calls. Responds to callers as necessary and in a timely manner. Submits fraud complaints on behalf of callers when appropriate and according to established procedures.
  • Monitors the FRAT email account. Evaluates urgency of material to identify appropriate level of staff involvement. Makes appropriate referrals for issues or complaints and communicates issues and/or problems to supervisor. Responds to complainants as necessary and in a timely. Submits fraud complaints on behalf of complainant when appropriate and/or submits supporting documents to the department's system of record according to established procedures.
  • Performs other related duties as required.

  • Knowledge of the public assistance program objectives and policies.
  • Ability to collect, evaluate, and analyze data.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact finding research.
  • Ability to utilize problem solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to public assistance fraud.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively.
  • Accurately prepare and maintain records and reports.
  • Ability to interpret and apply regulatory materials.
  • Ability to establish and maintain effective working relationships with others.
