The Florida Department of Children and Families (DCF)  is   the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Florida State Hospital (FSH) is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. The department’s mission is to “work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.”

This is a highly responsible and professional position that will serve as Operations & Management Consultant – I - SES. T his position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

 

Specific Duties and Responsibilities include:

  • Investigates, assesses, analyzes and recommends operational policies and assists in the establishment of procedures, as required, to implement policies and achieve operational objectives regarding the recruitment, screening, selection and evaluation of candidates for the Food Service Department.
  • Monitors operations to ensure Food Service meets the Florida State Hospital Total Quality Management Standards, the mission, vision, and other departmental standards, as well as statewide operational goals.
  • Reviews administrative policies and procedures and guidelines to be implemented, evaluating the input on operations and identifying potential problems with appropriate actions to be taken in the Food Service Department.
  • Identifies statewide operational problems in the implementation of administrative food service policies and procedures.
  • Provides daily consultation and assistance to staff in the management and operation of the administrative, purchasing, inventory management programs and responsibilities.
  • Initiates and implements in-service and training for department in accordance with Department requirements as well as tacking employee compliance.
  • Assists the Food Service Director in the preparation of operating budgets and acts for the Food Service Director in management meetings during absences.
  • While on duty, follows and carries out Florida State Hospital Unit/Department safety practices and policies.
  • Performs other related duties.

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

 

Minimum Qualifications:

  • Three years’ of Supervisory experience.
  • Two years’ experience in planning and directing in the food service industry.

 

Preference will be given to applicants who have:

  • Experience in initiating Request for Personnel Actions, Disciplinary and Performance Evaluations.
  • Experience in Food Service management principles and techniques.
  • Experience and ability to plan nutritional meals for groups of people.
  • Professional experience of reviewing inventory, controlling issuance of foodstuffs and maintain records on procurement and disbursement.
