Procurement Analyst

1st Choice is seeking an Procurement Analyst to assist the Director of Purchasing as liaison between the Purchasing Department. You will be responsible for decision making, in the development and management of contracts for services and in the procurement of goods, services, IT and/or construction for our client in the Baltimore County, MD area.  

Job Duties:

• Conduct Invitations for Bids and Requests for Proposals of moderate complexity from start to completion with limited supervision.
• Prepare and post solicitation documents to e-Maryland Marketplace Advantage.
• Assist with preparation of Board of Trustee exhibits.
• Establish sources of supply and generate a source list for college purchases.
• Contract management and retention.
• Generate correspondence for contracts, event agreements, and renewals.

Key Skills:

• Advanced knowledge of Maryland Procurement law and regulations.
• Familiarity with Higher Education procurement.
• Attention to Detail.
• Strong oral and written communication skills
• Advanced knowledge and expertise using Microsoft Office applications and Adobe Acrobat.
• Demonstrated proficiency with computers, spreadsheets, word processing, and online financial management systems software.
• Excellent collaborative and team building skills.

Education and Experience Requirements: 

• Bachelor’s Degree in Procurement, Accounting, Public Administration, Business Administration, or a related field. Four (4) years of progressively responsible experience in procurement or related field is required. Completion of some professional procurement training is preferred. A Professional Public Buyer (CCPB), or equivalent is preferred.
