Position Summary & Responsibilities:

Position Summary:

The Kansas State Board of Indigents' Defense Services (BIDS) is accepting applications for the position of Procurement Officer (Procurement Officer III) in the BIDS Administrative Office in Topeka, Kansas. The BIDS Administration Office supports the work of all BIDS employees and assigned and contract counsel. We are looking for a dynamic, client-centered Procurement Officer who is passionate about the importance of public defense and is interested in aiding our efforts to fundamentally rebuild our public defense system and transform our offices into a model of collaborative public defense practice. Our Procurement Officer will play a fundamental role in those efforts by helping us ensure that each office and each employee has the resources and tools they need in a timely manner so that they can effectively represent our clients.

Job Responsibilities may include but are not limited to the following:

The Procurement Officer plays an important role in the agency, preparing bids and working with our Executive Leadership Team to award contracts for the procurement of products and services to address the needs of the agency. Our agency consists of 19 public defender offices, the BIDS Administrative Office, contracted and assigned counsel, and approximately 290 BIDS employees spread out across the State of Kansas. The Procurement Officer's work involves the solicitation and review of bids, evaluation of products and services, working with our Legal Division on the preparation of contracts and the development of standard specifications and requisitions for products and services. The Procurement Officer operates under the direct supervision of the General Counsel/Assistant Director and regularly provides budgetary reports on procurement expenses to the Chief Financial Officer/Assistant Director. The Procurement Officer must abide by the ethical and professional standards required of criminal defense teams.

It is expected that the duties of a Procurement Officer will include the following (in addition to other tasks, as assigned):

  • Purchase the highest quality merchandise at the lowest possible price and in the correct amounts needed or prepares justification of awards at other than the lowest price.
  • Prepare purchase orders and requisitions, solicit bid proposals or review requisitions for goods and services. This includes regular and emergency purchases.
  • Approve direct purchases of commodities and services on a selective basis.
  • Research, analyze, and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history.
  • Reject bids, cancel solicitation, or re-advertise when bids are unresponsive or unreasonable offers.
  • Meet with department heads and other agency employees to discuss requirements, recommend substitutes and forecast agency needs.
  • Monitor and follow applicable laws and regulations.
  • Monitor and follow state policies and procedures on procurements and bidding and keep other BIDS administrative team members up to date on those processes and procedures in a timely manner.
  • Evaluate, monitor, negotiate, or renegotiate, and administer contracts with suppliers, vendors, and other representatives to ensure compliance.
  • Monitor shipments to ensure that goods come in on time, and in the event of problems trace shipments and follow up undelivered goods.
  • Communicate with BIDS staff, Chief Public Defenders and other office personnel about expectations of when to receive goods and services.
  • Confer with staff, users, and vendors to discuss defective or unacceptable goods or services and determine corrective action.
  • Maintain and review computerized or manual records of items purchased, costs, delivery, and product performance.
  • Work with BIDS Administrative Office Accounting to ensure invoices are paid in a timely manner.
  • Monitor the purchasing department budget.
  • Regularly provide reports to the Chief Fiscal Officer about purchases, invoices, and upcoming expected expenses.
  • Participate in the development of specifications for equipment, products or substitute materials.
  • Resolve vendor or contractor grievances, and claims against suppliers.
  • Negotiate, or renegotiate non-state owned facility leases.
  • Develop and implement purchasing and contract management instructions, policies, and procedures.
  • Arbitrate disputes between suppliers and agencies; obtain and review facts; recommend appropriate action.
  • Other projects as assigned by the General Counsel/Assistant Director in consultation with the Chief Fiscal Officer/Assistant Director.

Qualifications:

Education

  • Minimum of a high school diploma or equivalent

Licensing & Certification

  • Must have a valid driver's license

Minimum Qualifications

  • Three years of experience in procuring commodities and services.
  • Which includes preparing order specifications, estimates, bids, contracts and awarding contracts.
  • Preferred experience includes experience in procurements with another state agency.
  • Education may be substituted for experience as determined by the agency

Knowledge, Skills, and Abilities:

  • Must be able and willing to develop the skills necessary to complete the tasks required, and become proficient in managing a range of tasks for the agency.
  • Must be able to work independently and manage their time to complete tasks in a timely and efficient manner.
  • Must be able to respectfully interact with colleagues and clients.
  • Must have attention to detail.
  • Must excel at frequent and comprehensive communication with vendors and staff members.
  • Must follow the highest standards of professional conduct. Must have a keenly developed and uncompromising set of personal and professional ethics.
  • Must be able to maintain confidentiality and manage confidential information.
  • Frequent local travel and occasional statewide travel may be required.
