Program Manager

H4 is seeking an exceptional Program Manager to lead facility operations and maintenance services at the NASA Flight Center in Huntsville, AL. The successful candidate will have an intimate understanding of NASA's standard operating procedures and will utilize this knowledge to oversee a diverse portfolio of Task Order projects while ensuring the highest quality of service and client satisfaction.

Key Responsibilities:

• Oversee the day-to-day operations of IDIQ contract and associated Task Orders
• Manage a team of project managers, technical experts, and support staff
• Develop and implement program management plans, strategies, and processes
• Monitor and control program performance, including scope, schedule, budget, and quality
• Coordinate with government stakeholders, including the Contracting Officer and Contracting Officer's Representative
• Ensure compliance with contract requirements, regulations, and industry standards
• Foster a culture of safety, quality, and continuous improvement
• Manage risk and implement mitigation strategies
• Provide leadership, mentorship, and guidance to the program team
• Prepare and deliver program status reports, presentations, and briefs

Required Qualifications:

• Bachelor's degree, or experience equivalent to a bachelor's degree, in Business Administration, Facilities Maintenance, Engineering, or a related field
• Minimum of 10 years of experience in program management, with at least 5 years in government facility O&M services
• Proven track record of successfully managing complex, multi-million-dollar contracts
• Strong knowledge of Federal Acquisition Regulations (FAR)
• Excellent leadership, communication, and interpersonal skills
• Proficient in Microsoft Office Suite and program management tools including CMMS
• Ability to obtain and maintain a DoD security clearance
• Provide a clear history of prior performances.

Preferred Qualifications:

• Familiarity with NASA's standard operating procedures for facilities maintenance operations requirements
• Understanding of environmental regulations including hazardous waste materials management
• Ability to interpret technical drawings completed in CADD
• Professional certifications, such as PMP, CFM, or CHFM
• Lean Six Sigma or other process improvement certifications
