Position Overview

This position serves as a Project Manager for Unit B in the Enterprise Project Management Office (EPMO leading multiple project efforts, which includes, but is not exclusive to, developing project team members schedules, delegating project team assignments, monitoring, and implementing project budgets as well as resources, assessing project risk and threats and preparing related documentation, etc,. In this role you will review Enterprise Program technical project and operational performance metric reports related to DoIT projects created by the EPMO and provide state contract and vendor management support on assigned agency projects to enforce adherence to project scope, budget, timeline, quality, and deliverables. This position implements and evaluates standardized policies and procedures as identified by Enterprise Portfolio Management and assists with directing program and project management functions for process documentation and automation. Essential Functions

35% Under general direction, serves as a Project Manager on assigned highly complex projects for Unit B in the Enterprise Project Management Office (EPMO) for the Department of Innovation & Technology (DoIT):

  • Leads multiple project efforts with minimal guidance, which includes, but is not exclusive to, developing project team members schedules, delegating project team assignments, monitoring, and implementing project budgets as well as resources, assessing project risk and threats and preparing related documentation, etc.
  • Informs Senior Project Manager and/or DoIT staff serving as a project sponsor/liaison of project concerns, issues and/or problems and implements solutions.
  • Analyzes status reports, project plans and technical project metrics reports for feasibility.
  • Designs and implements modifications to technical project plans to ensure agency resources are engaged in value-add activities that reflect agency project goals.
  • Communicates technical project metrics and audit results to Enterprise Portfolio Management (EPM).
  • Translates and summarizes highly technical, complex concepts and tasks included in project plans and charters into understandable terms.
  • Creates and tracks project status reports, project issue logs, action items, registration and follow-up log and project contact lists utilizing tools such as MS Project, MS Excel, MS Word, Visio, SharePoint, PowerPoint, and the Enterprise Program Management system.
  • Maintains and drives project schedules to ensure projects stay on track.
  • Facilitates issue resolution and tracks project deliverables.
  • Reviews, evaluates, and reports the progress of projects to the EPMO.
  • Updates action items to ensure the direction of DoIT management is being carried out.
  • Utilizes Communication Management, Resource Management, Information Technology governance, Quality Management, Procurement Management and/or Risk Management in performance of duties.

 

25% Reviews Enterprise Program technical project and operational performance metric reports related to DoIT projects created by the EPMO:

  • Analyzes and identifies metric trending and performance anomalies related to agency projects.
  • Communicates results to the EPMO and the Portfolio Management Manager.
  • Identifies, designs, implements, and recommends modifications to technical project plans to ensure project resources are effectively and efficiently utilized and efforts are in alignment with project deliverables.

 

20% Provides state contract and vendor management support on assigned agency projects to enforce adherence to project scope, budget, timeline, quality, and deliverables:

  • Estimates and budgets for future needs and cost of personnel, space, equipment, supplies and services.
  • Manages and reports project and contract expectations.
  • Tracks work orders, invoices, change orders, time reporting and other related activities.
  • Supports cross-functional, multi-agency team building, change agent networks and oversight committee development to ensure DoIT compliance with state contract requirements related to project objectives.
  • Analyzes administrative problems and adopts an effective course of action.

Essential Functions Continued

10% Implements and evaluates standardized policies and procedures as identified by Enterprise Portfolio Management:

  • Assists in the development and implementation of new and revised policies, procedures, and performance standards.
  • Devises, directs, and evaluates the development and supporting policies, methods, procedures, and forms to implement changes in management functions.
  • Assists in interfacing agency needs with Enterprise Portfolio Management in order to obtain project objectives.

 

5% Assists with directing program and project management functions for process documentation and automation:

  • Documents and maps current agency work processes with the goal of improving departmental procedures and creating the framework for process improvement and automation.

 

5% Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in management information systems, data processing or telecommunications.
  2. Requires prior experience equivalent to three (3) years progressively responsible administrative experience in management information systems, data processing or telecommunications or related field.

Specialized Skills

  1. Requires three (3) years of professional experience leading and coordinating large, complex Information Technology projects with minimal guidance.
  2. Requires three (3) years of professional experience in Communication Management, Resource Management, Information Technology governance, Quality Management, Procurement Management or Risk Management.

Preferred Qualifications

  1. Three (3) years of professional experience leading and coordinating large, complex Information Technology projects with minimal guidance.
  2. Three (3) years of professional experience in Communication Management, Resource Management, Information Technology governance, Quality Management, Procurement Management, or Risk Management.
  3. Three (3) years of professional experience reviewing and analyzing operational performance metrics.
  4. Project Management Professional (PMP) certification.
  5. Three (3) years of professional experience in Microsoft Office Suite, including MS Project, Visio, and SharePoint.
  6. Ability to develop, install and evaluate new methods, procedures, and performance standards.
  7. Ability to analyze administrative problems and adopt an effective course of action.
  8. Ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies and services.
  9. Ability to develop and maintain cooperative working relationships.
  10. Developed verbal and written communication skills to present technical information to others with clarity and precision.

  9. Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  10. Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
