The Property Appraiser III position is represented by the AFSCME union and includes: Level III, IV, and V.

*Entry level starting pay at Level III is $26.53/hour or $55,182.40 annually per the negotiated current AFSCME Union Contract. Employees in this position will have the potential to make up to $31.45/hour or $65,416 annually in level III and have the ability to move to a higher level per the negotiated current Union contract.

* The city has a progression process that allows an employee to promote to higher job duty levels and higher pay after the union 6-month probation, by demonstrating additional technical competencies, knowledge and skills for each level during your career with the City while learning at your own pace.

* In addition to increasing your hourly pay through the progression process, you will receive an annual Increase in pay as negotiated by the AFSCME Union Contract.

Essential Duties:

• Inspecting and performing data entry to keep property records up to date of changes to real property due to new construction, omitted property, demolition and remodeling
• Inspecting real properties that have applied for building permits
• Site visits to residential property for neighborhood reviews and permits which require driving a vehicle around to residential locations
• Processing and mailing real property statements and assessment notices
• Updating property files and assessment records of changes to property that do not affect value
• Assisting with the verification of legal descriptions for splits and combinations of property
• Providing assistance for the defense of assessment appeals at the Small Claims Division of the Michigan Tax Tribunal and State Tax Commission
• Assisting with inspections of property appealed to the Board of Review
• Assisting with the annual street survey of personal property
• Assisting with maintaining records of businesses on the City of Ann Arbor Personal Property Assessment Roll
• Assisting in the calculating and computing of personal property statements
• Assisting with identifying location of leased equipment reported by lessors on annual statements
• Assisting the City Treasurer’s Office and the City Attorney’s Office in the location of property subject to delinquent personal property taxes

Knowledge of: 

• General auditing and accounting principles and procedures
• Basic property tax laws
• Computer applications (e.g. Microsoft Office, Microsoft Outlook, Equalizer Assessing program)
• Basic construction materials and methods
• Basic appraisal/assessment practices and procedures

Education, Training and Experience:  

Required :

• High School Diploma or G.E.D. Equivalent
• Experience in real or personal property appraisal: at least one year

Preferred :

• Associate’s degree in assessment administration, business administration, accounting, engineering or a related field.

Licensing Requirements 

• Valid MI Driver’s License
• State Tax Commission – Michigan Certified Assessing Technician (MCAT)
• State Tax Commission – Michigan Certified Assessing Officer (MCAO) within 12 months of employment. Must be enrolled in the course upon application for position.
