Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as Procurement Officer for the Office of Health Protection. Performs highly technical work in planning, directing and coordinating several multiphase procurements for equipment, technology, and services. 

Job Responsibilities

1. Coordinates procurement for the goods and services from the various divisions and program budgets.

  • Ensures that procurements are following all applicable procurement rules, regulations, and directives.
  • Coordinates the preparation and monitoring of all contracts including obligations.
  • Advises and directs Office of Health Protection staff on procurement processes, procedures, laws, rules, and regulations.
  • Meets regularly with staff to ensure procurements are progressing and compliant.
  • Works with staff to resolve issues and questions.
  • Ensures that BEP mandated project goals are being met.
  • Coordinates interaction between all parties involved in the procurement process including the Chief Procurement Office, vendors, and legal staff of the agency.

 

2. Coordinates and executes all IT procurements for the Office of Health Protection.

 

3. Assists accounting staff in the maintenance of detailed accounts of expenditures and balances for General Revenue funds, Special State funds, Federal Public Health Service funds, and Federal Project Grants.

  • Approves obligations, monitors expenditures and ensures compliance with policies and procedures as outlined in the Comptroller’s State-wide Accounting System (SAMS), State Purchasing Act, and Agency policies and directives.
  • Prepares various fiscal reports designed to respond to inquires from the Office of Health Protection Fiscal Unit.
  • Reviews and assist with expenditures and balances of accounting ledgers.

4. Assists accounting staff in monitoring obligations and expenditures.

  • Transfer funds between line items to ensure most efficient utilization of resources.
  • Monitor operations and grants usage and make cost projections.
  • Monitor fund balances.
  • Assists program staff in developing grant and operating agreements to comply with applicable Federal, State and Agency rules and regulations.

 

5. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business administration and accounting.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting, external auditing; or budgetary planning and control or public accounting.

Preferred Qualifications

  1. Three years of experience with Illinois government procurement.
  2. Three years of experience applying knowledge of state procurement laws and regulations.
  3. Three years of experience applying knowledge of administrative procedure and management principals.
  4. Three years of experience communicating effectively both verbally and written with coworkers and constituents.
  5. Three years of experience preparing and/or reviewing equipment, technology, and service procurements.
  6. Three years of experience conducting or directing training courses regarding procurements covered by Department laws and regulations.
  7. Three years experience with communicating state Laws and Department rules and regulations, policies and procedures as they relate to procurement programs to vendors, the general public, public officials, local health departments and other local groups.
