Minimum Qualifications:
An associates degree from an accredited college or university preferred.
Employment in this position is contingent upon a satisfactory criminal history check(fingerprint-based) in accordance with Chapter 435, Florida Statutes.
Employment is contingent upon successful completion of a background check.
Duties and Responsibilities:
The Commission expects its employees to be courteous and respectful while assisting Commissioncustomers and stakeholders, ensuring each encounter is as positive as possible. Employees shouldpromptly resolve questions or problems relating to the Commission, its programs and/or fish and wildliferesources. Employees should seek to gain public support for agency objectives and programs byserving Florida’s citizens in a positive and proactive manner and by listening to what the customer wantsand striving to meet their needs. When appropriate, employees will explain the reasons for agencyactions or decisions while communicating a consistent FWC point-of-view.
Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related tothe Department of Financial Services rules and FWC’s invoice processing and warrant distributionprocedures.
Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expectsemployees to function across FWC’s organizational structure by providing their skills and expertisewherever needed through work on teams or as directed.
This position assists the Purchasing Director I – SES with the daily operations of the Purchasing Section andperforms the following duties:

Solicitations - Responsible for issuing Invitation to Bid, Requests for Proposals,Invitations to Negotiate and other solicitations, as appropriate. Providesinformation and support to agency staff in the solicitation process including indeveloping the scope of work and other documentation. Attends pre-bidconferences and evaluates bid / proposals for responsiveness and responsibilityof vendors making submissions. Applies State Laws, Rules, and CommissionPolicy in the development and management of the solicitation process.
Prepares and maintains required solicitation documentation. Responsible forassisting the Construction Solicitations Manager with reporting and processing.

Procurement - Responsible for assisting in the timely and accurate processingand / or approval of purchase requisitions in the State's automatedprocurement system MyFloridaMarketPlace (MFMP). Reviews for accuracy,compliance with Laws, Rules, and Commission policy.

Contracts - Responsible for assisting with agency’s contracts, agreements,leases, amendments, modifications, and other documents of a contractualnature. This shall include, drafting contracts and agreements, reviewingcontracts and agreements for compliance with Florida Statutes, F.A.C., Federalregulations, and agency policy.

Assists in the development of documentation, manuals, or proceduresrelated to the Commission's procurement practices.
Attends training and conferences, as necessary.
Performs other duties and special projects, as required.
Knowledge, skills, and abilities, including utilization of equipment, required for the position:
Knowledge of the principles and practices of purchasing.
Ability to research and analyze specifications, conditions, and regulations pertaining to bids,contracts and/or prices.
Ability to apply and implement rules, regulations, policies, and procedures relating to thepurchasing process.
Ability to put specifications, conditions, and regulations pertaining to bids, contracts and/orprices in writing.
Ability to maintain purchasing records.
Ability to communicate effectively in writing and speaking to convey information.
Ability to establish and maintain effective working relationships with others.
Licensure/registration/certification requirements:
Valid Driver’s License
