The Division of Child Care (DCC) is responsible for the development, oversight, and implementation of the Child Care and Development Fund State Plan, and additional federal child care relief investments which require states to ensure equitable access to high quality child care, focused on child development and well-being. DCC is seeking an experienced and highly motivated individual to join our team as a Compliance Officer. This position is responsible for work of considerable difficulty and implementation of the Quality Assurance program within the Division of Child Care (DCC) to ensure the correct application and interpretation of federal and state quality and compliance requirements. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties Essential Duties and Responsibilities include but are not limited to:

  • Conduct case and strategy contract reviews applying correct application and interpretation of federal and state quality and compliance requirements. Analyze data, summarize findings, and identify actions and recommendations to address errors and non-compliance with state and federal requirements. Conduct targeted and specialized case reviews as required federally and/or to address identified compliance issues within required timeframes.
  • Prepare written documents and reports, including overpayments, applying judgment and discretion. Communicate information, findings and recommendations to Division administrations and management. Prepare and facilitate trainings on procedures and process improvements with Division administrations. Collaborate within the Division and across the Department to prepare for and participate in Fair Hearings.
  • Examine and analyze statistical data, work procedures, methods and make recommendations for enhancement. Establish and maintain an accountability system to track progress on corrective measures and/or monitoring schedule. Develop detailed spreadsheets, charts and databases to demonstrate basis for findings and/or recommendations. Extract case data information from automated systems.
  • Participate in collaborative efforts, including workgroups and committees, with Division administrations to address operational issues and system efforts to improve effectiveness.
  • Travel, as necessary, to compile and assess information.

  • Data gathering, auditing methods and procedures, report preparation and summarization methods;
  • Federal and State laws, rules and regulations, policies and procedures pertaining to child care and the Child Care Development and Block Grant;
  • Review and evaluation tools and/or processes;
  • Continuous improvement including data gathering and interpretation and problem-solving techniques;
  • Computer technology and software programs;
  • Strategy and program goal development;
  • DES services and how programs across divisions/administrations are inter-related;
  • Other cultures, awareness and acceptance of diverse value systems and how to work with individuals from a variety of cultural
backgrounds in a professional and helpful manner. Skill In
  • Conducting case reviews and assessing compliance, analyzing data, identifying trends, and root cause analysis;
  • Interpretation and application of Federal and State laws, rule and regulations;
  • Using automated programs for research, analysis and work management;
  • Oral and written communication skills to develop reports and present information, findings and recommendations;
  • Leading projects with professional personnel
  • Producing statistical and other reports; detail oriented;
  • Comprehending, absorbing, interpreting and assimilating large quantities of written material regarding state and federal laws,
rules and policy related to client and provider eligibility for multiple programs;
  • Learning and using electronic systems, personal computers and basic work processing and data management software applications.
Ability To
  • Communicate both orally and in writing at a high level;
  • Accurately read, understand and interpret complex issues, laws, rules, regulations, policies and data;
  • Plan, analyze and coordinate activities, establish priorities, develop procedures, evaluate program compliance with established policies and procedures;
  • Summarize and analyze large amounts of information and data, to identify trends in material being reviewed and to present
quantitative and/or qualitative information along with recommendations;
  • Compose correspondence and develop audit reports that call for discretion and judgment; replying to inquiries, presenting or
requesting information;
  • Provide advice, training and guidance on complex issues;
  • Adhere to all Department rules, regulations, policies and procedures;
  • Develop good rapport and relationships with others.
