Job Summary



This is a Metro District position located in Roseville, MN. This position will have the option to work in office or a hybrid schedule of two days in office and three days teleworking each week. If working a hybrid schedule, the employee will be required to make a telework arrangement with their supervisor.

This position provides engineering oversight, leadership, and direction to the Contract Administration Unit of the Metro State Aid Office for post letting activities of over 93 local agencies in the Federal Aid and State Aid programs, so that locally let projects are constructed, administered, completed, and paid for in accordance with applicable State Aid and Federal Aid requirements.

Qualifications

Minimum Qualifications

To qualify, Engineering Specialist Senior applicants must meet all the following:

  • Three (3) years of advanced para-engineering experience at the Engineering Specialist level (or equivalent) that demonstrates all the following:
  • Experience evaluating and interpreting State-Aid and Federal-Aid construction plans, standard specifications, and special provisions to ensure compliance with contract requirements.
  • Experience providing construction inspection and acceptance of construction projects and resolution of any resulting issues.
  • Experience with State Aid Design Standards as they relate to changed conditions to ensure compliance with standards.
  • Experience performing project documentation in administration of construction contracts.
  • Knowledge of all phases of construction practices and procedures of highway and bridge construction and contract administration.
  • Knowledge of engineering principles and practices in roadway design, traffic engineering, water resource engineering, bridge engineering, and materials and soils engineering.
  • Valid Class D Driver’s License.

I f advanced to the finalist pool, in addition to the previous qualifications, you will be assessed on the following criteria during a job interview:

  • Human relations skills sufficient to gain consensus and collaboration sufficient to build and maintain effective working relationships and run effective meetings.
  • Demonstrated ability to effectively communicate clearly and concisely both verbally and in writing sufficient to give direction, facilitate meetings, make public presentations, and answer project specific and policy questions and to write letters and other documentation.

Preferred Qualifications

Preference will be given to applicants who have the following:

  • Experience initiating, and/or reviewing, and/or implementing State-Aid and Federal-Aid change orders to advise on form and documents content and determine funding eligibility.
  • Some knowledge of Highway program funding eligibility such as State Aid, Federal Aid, Municipal Agreements, Turnback, Bonds, etc.
  • Experience providing construction/contract administration oversight for projects on local or state roadways.
  • Experience working collaboratively with local agencies to execute engineering projects.
