Job Description - Dir, Program Operations & Systems

Reporting directly to the Senior Director, Disability Evaluation Services, the Director, Program Operations & Systems will oversee program management, operational oversight, and systems support within the Business Unit. This role requires extensive collaboration with leadership, external/internal clients, and database service providers. Responsibilities: Lead the assessment, planning, implementation, daily management, and strategic planning of program operations and services. Support the Senior Director in service delivery and integration for assigned units or programs. Evaluate current business systems, service levels, processes, and workflows; implement necessary changes to ensure the department operates as a proactive and valued resource. Manage operational and data analytics teams, including administrative directors, managers, and supervisors, overseeing project statements, work plans, report analyses, and contract deliverables. Facilitate contract activities across all programs, including Inter-agency Service Agreements (ISAs), vendor contracts, and service contracts. Manage vendor relationships for databases, ensuring compliance with Service Level Agreements (SLAs). Collaborate with the Director of Finance on ISA budget development, invoicing, and expense reporting. Contribute to business growth and support strategic initiatives as needed. Recommend and implement strategies to enhance organizational performance. Lead major corporate planning projects and assist in achieving strategic goals and objectives in alignment with leadership. Oversee human resources and personnel processes, collaborating on recruitment and retention strategies to maintain effective staffing levels. Establish and maintain strong client relationships, working closely with Senior Directors of the business unit. Evaluate and adjust business standards and operational staffing as necessary to optimize performance. Identify and address client needs and departmental challenges with targeted solutions. Coordinate with UMass Chan Medical School infrastructure divisions to align program support with organizational objectives. Lead and develop staff within the operations department, supporting their professional growth and performance. Develop and implement departmental policies and procedures in consultation with senior leadership, clients, and staff. Ensure program contract compliance, particularly related to ISAs and other contractual obligations. Cultivate relationships with external partners, grantors, and vendors. Manage data management activities, including metrics and reporting to monitor productivity, goal achievement, and areas needing improvement. Provide leadership on data security and privacy issues, ensuring compliance with standards such as HIPAA. Qualifications: Education: Bachelor's degree or equivalent in Business, Health, or Science Administration, or related field.
Experience: 7-9 years in healthcare administration or related field, including 3 years in management or supervisory roles. Experience in operational best practices preferred.
Skills: Strong business acumen, strategic and financial planning abilities, and exceptional communication and problem-solving skills.
Preferred: Master's degree in Business, Health, or Science Administration. Experience in healthcare operations, long-term services and supports, and Medicaid operations is highly desirable.
Additional Requirements: Ability to travel to off-site locations as needed.
Employment Type: Full-Time
Salary: $ 150,000.00 Per Year
