Position Title: Exceptional Student Education (ESE) Lead Administrator - Early Childhood

Location : The Office of Exceptional Student Education

Salary: $91,052 - $117,832

Reports To: Assistant Superintendent of Exceptional Student Education (ESE) or Designee

Position Summary:

The ESE Lead Administrator of Exceptional Student Education (ESE) works under the direction of the Assistant Superintendent to provide leadership, coordinate programming with supervisors, and ensure ESE staff are available to provide support, specialized instruction and services to students with IEPs and IFSPs.

The ESE Lead Administrator of ESE will use their Exceptional knowledge of organization and management, theory and practice to work collaboratively with central office and building based staff to optimize operational efficiency in the implementation of District policy and special education compliance mandates related to Exceptional Student Education service delivery.

This position will possess knowledge of, and commitment to, accountability for results that facilitate creative processes toward achievement of District and ESE department goals, the ability to work and communicate effectively with people to focus resources (both human and financial) toward the achievement of goals, and the ability to facilitate group processes, conflict resolution, planning and decision making. In addition, they will provide support, supervision, and necessary feedback to ESE supervisors and staff to achieve desired District goals in response to needs at the school and classroom level, while ensuring consistency and standardization across the District.

Minimum Qualifications:

  • Minimum 3-5 years administrative experience
  • 3-5 years of successful experience as a special education provider (ex. Special Education Teacher, Speech/Language Provider, School Social Worker, Occupational Therapist)
  • Qualifies for approval under state requirements for Supervisor or Director of Special Education (Full or Temporary Approval)
  • Experience and strong orientation toward urban school systems, preferred
  • Proven and exceptional leadership skills
  • Exceptional interpersonal, verbal and written communication skills
  • Deep understanding of the foundation of transformative, servant leadership where focus is placed on teaching and learning, resulting in positive outcomes for students and their families
  • Bilingual preferred


Essential Functions:

  • Direct supervision of ESE supervisors, specialized instructional and support staff, clerical, as assigned
  • Organize, supervise and collaborate with ESE supervisors, instructional and ancillary staff to provide support with implementation of FAPE and compliance mandates
  • Participate in the development and implementation of appropriate programs and services to support the ongoing achievement and continuum of needs for students with IEPs
  • Attend all required department and District level meetings as assigned by the Assistant Superintendent or Executive Director
  • Oversight and management of building-level budget requirements including, but not limited to, teacher material stipends, transportation costs, IEEs, opening and closing of classrooms and additional budget requirements
  • Knowledge of curriculum/state framework and standards with demonstrated successful experience in the areas of data analysis and dispute resolution
  • Coordinate and supervise ESE department meetings by cohort and/or on behalf of the department
  • Manage all departmental aspects of hiring ESE staff such as creation of job postings, reviewing candidate applications, scheduling and conducting interviews, and other hiring requirements
  • Ability to coordinate and track staffing for assigned buildings by caseload and student needs
  • Serve as a liaison between parents, building, central offices and outside agencies for students with IEPs
  • Manage communication at all levels under assigned cohort including; email, phone contacts, verbal and written correspondence, etc.
  • Ability to develop policy, procedure and practice based on special education rules and regulations
  • Extensive and working knowledge of IDEA, MARSE and research based specialized instruction/interventions for all children with a disability or suspected of having a disability
  • Regular and consistent presence within the assigned buildings to provide direct and technical support to ESE staff, general education staff as needed, and building administrators
  • Establishes and maintains positive, working relationships with private and public agencies
  • Demonstrated ability to work effectively withal stakeholders including, but not limited to, parents, students, school staff
  • Strong technological understanding such as Computer Skills; Electronic IEP Software, Microsoft Office 365, Email, Online Meeting Platforms, etc.
  • Other duties as assigned by the Assistant Superintendent or designee

Security Clearance:

Internal Applicants

If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
