The Office of Unemployment Insurance Operations (OUIO) administers Ohio's unemployment insurance program, which provides short-term income to unemployed workers who lose their jobs through no fault of their own. It reduces the hardship felt by families during periods of temporary unemployment and bolsters the local economies by maintaining the purchasing power of the unemployed worker. This position manages and leads the Office of Unemployment Insurance Operations’ benefits system modernization project. In this job, you will:

  • Review and provide approval on project deliverables.
  • Manage and coordinate staff activities related to application development.
  • Schedule staff to provide and confirm requirements and application development design documents.
  • Monitor preparation and execution of user acceptance testing.
  • Manage business project action items to resolution.
  • Gather and document weekly project status for the business activities.
  • Promote and use cross-functional (conversion, interface, etc.) team communication.
  • Provide input on business task durations to help develop project schedule.
  • Facilitate meetings including executive project updates.
  • Assist in developing and reviewing project communications to various stakeholders.
  • Prepare and review reports on project progress and status.
  • Manage business activities associated to project scope changes.
  • Help resolve project escalations raised by project team.
  • Ensure that deliverables and project milestones follow contract provisions.
  • Manage communications, training, and support activities for implementation of new system.
  • Manage application development maintenance and operation tasks post implementation.
  • Monitor and manage post implementation contract service level agreements (SLAs)

  • Be able to use a computer and various software to conduct project management tasks.

Challenges:

  • Managing competing priorities between vendor, state, and third-party resources.
  • Handling a high-pressure environment in relation to timelines on the project.
  • Communicating consistent and cohesive messaging to leadership on project status and progress.
  • Facilitating timely decision making on action items when competing priorities is a challenge.
  • Learning curve on unemployment processes, systems, and acronyms.

Schedule: This position is hybrid working Monday through Friday. Hours are between 7:30am and 5:30pm. In-office days include Tuesday, Wednesday, and Thursday in Columbus, Ohio at the Rhodes State Office Tower. Other days in office may be needed during modernization project and onsite vendor participation.

Travel: Out of state and overnight travel is necessary a few times a year for meetings and training.

Qualifications


The ideal candidate, at minimum, must have the following:

Option 1 :

  • Successful completion of 2 years post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned.
  • AND 12 months experience in budgeting & calculating cost projections of program/projects.
  • AND 12 months experience in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full-scale implementation).

Or Option 2 :

  • 4 years’ experience in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full-scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal).
  • AND 12 months experience in budgeting & calculating cost projections of program/projects.

Or Option 3 :

  • 12 months experience as Project Manager 1, 63381 or IT Project Manager 1, 63384.

Or

  • Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 16. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $43.29 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
