Job Description - Senior export compliance officer

Senior Export Compliance Officer
Sponsored Programs Administration Office of the Vice Chancellor for Research & Innovation This
position may be eligible for a hybrid or remote work arrangement dependent on
unit operational needs.
This position is not eligible for
immigration sponsorship.
Sponsored Programs Administration (SPA) is a service unit under the Office of the Vice Chancellor for Research and Innovation, supporting the research enterprise throughout the entire lifecycle of an externally sponsored project, from proposal submission to award closeout.  Job Summary
Develop, implement, and support programs and policies related to the US Export Control and Sanctions regulations on behalf of the University of Illinois Board of Trustees. Provide senior level policy reviews and recommendations on federal, state, and institutional policies and develop and maintain training content for faculty and administrators. May assist the Security Management Office (SMO) with the Special Research Facility.

  • Manage all centralized functions of the
    institutional Export Management and Compliance Program (EMCP) to facilitate
    sponsored portfolio compliance with all applicable U.S. export and sanctions
    regulations including but not limited to: denied party, end-use, end-user and
    embargo screening, anti-boycott, commodity jurisdiction, classification and export determination, licensing determination and implementation and export and
    re-export laws and regulations. This includes the review and screening of
    funding opportunities, contractual
    engagements, and advising on travel and exchange of information with our
    global partners. Assist faculty and staff with their responses and
    mitigations to projects and activities subject to export control compliance.
    Supervise the export compliance staff providing mentorship and guidance for
    professional development. Oversee, coordinate, and maintain a robust website
    to address concerns regarding export compliance and foreign government
    influence. Advise senior executive management on risks associated with
    international collaborations, travel, and regulatory requirements. Coordinate with local, regional, and federal authorities on individual and
    entity reviews and respond to adverse events as required.
  • Direct the development and maintenance of
    the policies and procedures required to create and support the EMCP.
    Periodically review and update procedures based on current best practices,
    legal and regulatory updates, and/or policy compliance. Collaborate in the
    development and delivery of training for university personnel to promote the
    implementation and continued use of the EMCP. Provide institutional oversight
    for managing third party software for Restricted Party Screening- acting as
    administrator of the Urbana campus and continued collaboration with UIS and
    UIC. Work with academic and business units to create or identify personnel
    who will serve as their unit's "export compliance coordinator" that will work
    in cooperation with Export Control in supporting and maintaining the EMCP. In coordination with General Counsel/outside counsel, oversee the investigations of
    potential incidences of non-compliance and recommend appropriate action to
    senior management, including recommended remedial activity. Work with
    Internal Audit and SPA Audit and Compliance unit to conduct risk assessment
    and determine possible compliance implementation. Investigate gaps in
    zero-dollar agreements or engagements to reduce risk to the University and
    ensure regulatory compliance.
  • Develop working relationships with the local and
    regionally assigned federal counter-intelligence agents who are working on
    concerns of national security related to export compliance. Brief the various
    federal agents when applicable and attend meetings in the classified setting related to emerging technologies and concerning
    trends. Stay current on applicable laws, regulations, and issuances
    notifications by various government agencies and translate them into business
    practices. Develop and manage relationships with outside experts (consultants,
    outside counsel, etc.). Develop metrics to measure the progress and success of
    the EMCP. Continuously look for
    innovative changes in the management and administration of the
    EMCP. Work with other offices such as Human Resources, Procurement, Risk
    Management, International Affairs, General Counsel, Internal Audit, University
    Property Accounting, and other applicable functions to recommend and apply
    updates to export control policies, processes, and practices affecting both
    sponsored and non-sponsored activities.
  • Serve as our institutional liaison to engage
    national and regional organizations to ensure the University of Illinois has
    representation in these various forums. Engage as a speaker, committee member,
    or writer in developing academic focused regulatory issues related to export
    compliance. Work in collaboration with the Office of the Vice Chancellor for
    Research and Innovation in ensuring institutional compliance. Coordinate with the Research Integrity Officer and the Regulatory Research Coordinator in managing the sponsor-specific COI
    requirements/regulations and investigations to ensure institutional compliance.
    Some overnight travel may be required.

Additional Physical Demands
Standard office environment. Minimum Qualifications Bachelor's degree. 5 years of experience with export control regulations and policies. Familiarity with storing materials subject to technology control plans and the process for requesting, securing, and maintaining an export license. Possess or be eligible to obtain classified security clearance within 2 years of hire.
Preferred Qualifications Master's degree. Experience with detailed knowledge of export control regulations and policies as they apply in an academic environment. Familiarity with storing materials subject to national security.
Knowledge, Skills and Abilities Ability to work cooperatively with various levels of faculty, staff, students, outside agencies, and other stakeholders, including individuals from a variety of cultures and backgrounds; outstanding customer service orientation; excellent verbal and written communication skills; effective analytical, organization, prioritization, and team skills. Sound judgment and capacity to serve as a national representative of the institution and excellent presentation skills both in-person and online. Appointment Information This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the close date. The starting salary for this position is $100,000.
