DESCRIPTION

UCSD Department of Dermatology was founded in January 2015 bringing together a team of 70 faculty members specializing in Adult and Pediatric & Adolescent Dermatology, making us one of the largest Dermatology programs in the nation. Our faculty are experts in their fields and are involved in a wide range of clinical, education and research endeavors. Dermatology has an expansive clinical outpatient practice encompassing clinical operations at UPC in La Jolla, MOS in Hillcrest, VA in La Jolla and satellite locations, Rady Children’s Hospital San Diego and multiple satellite locations.

The department also provides inpatient consultation services at Thornton Hospital, UCSD Hospital in Hillcrest, Moore Cancer Center, VA, Rady Children’s Hospital and Jacob Medical Center. UCSD Dermatology has an extensive basic science and clinical research portfolio that allows for substantial funding support from NIH and extramural sources. Clinical Research has been growing with current 12+ active studies in both adult and pediatric dermatology. In addition to Research and Clinical success, UCSD Dermatology is also solid in its educational mission with a thriving residency and fellowship programs comprised of 12 residents and various fellows.

Under general supervision incumbent will perform comprehensive financial management, administration, and reporting for approximately $10 million in total Department of Dermatology funding, $4 million in sponsored projects (research) funding sources and approximately 40-50 grant submissions per year for the Department of Dermatology.

The incumbent will be managing Pre and Post Awards, grant submissions, effort reporting, and NIH, private, and training grants. Will perform financial analysis and projection, expense reporting, budget allocation and research budgeting.

The incumbent will maintain a complex and robust clinical practice, multiple PI's, multiple funding sources, (federal, state, private grants including program projects; a T32 training grant, contracts, gifts, investigator initiated clinical trials, sub awards, fellowships, service agreements, and UC Foundation transfers), multiple institutions and multiple sites (VA, Children's Hospital).

The incumbent will provide fiscal management for sponsored projects grants and contract while developing strong analytical skills. Recommend solutions to resolve fiscal matters while performing complex financial reporting and continuous analysis of revenue and expenditures for the Department with reports provided to the Department Chair and Department Business Officer.

Develop forecasting skills for short and long term financial planning. Identify problem areas, formulate alternative solutions and make recommendations for a wide variety of financial and administrative issue directly to the Department Chair and Department Business Officer. Provide PIs assistance with hiring and termination of post docs, graduate students and lab personnel. Coordinate employment documentation (visas) with international center for post docs, visiting scholars and essential lab personnel.

Under general supervision, develops and / or oversees research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Works on proposals of moderate scope such as single investigator NSF proposals where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions. May be eligible for delegated signature authority. Completes and approves transactions for signature by manager or other authorized institutional official.

MINIMUM QUALIFICATIONS

  • Six years of related experience, education/training, OR an Bachelor’s degree in related area plus two years of related experience/training.

  • Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines. Experience working with federal, state, and private agency contract and grant regulations and requirements from proposal preparation through close out; including but not limited to cost accounting standards.

  • Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to manage a high volume of transactions.

  • Ability to perform moderately complex financial analysis and customized reporting. Ability to provide comprehensive financial management of extramural funds with multiple indexes, institutions, PI's, and sites. Ability to analyze financial issues, recognize potential impact, identify creative and alternative solutions and make recommendations.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Demonstrated experience managing pre and post award administration of University contracts and grants.

  • Demonstrated experience applying principles and practices of financial management, fiscal planning and analysis.

  • Demonstrated experience in budget preparation using automated spreadsheet systems. Proven ability to analyze and prepare budgets, to identify spending patterns and project future expenditures.

  • Demonstrated computer proficiency. Skill in the use of various software, such as databases, spreadsheets and word-processing. Ability to use available computer tools, i.e. Microsoft Office, to streamline work. Proven ability to assess and contribute to development of automated systems to facilitate pre and post award administration.

PREFERRED QUALIFICATIONS

  • Demonstrated experience with UCSD's payroll system, policies and procedures.

  • Familiarity with UCSD Internal Audit requirements. Demonstrated working knowledge of UC accounting and purchasing policies and procedures.

Pay Transparency Act

Annual Full Pay Range: $48,900 - $102,300 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $23.42 - $48.99

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
