Job Description - Senior Manager, Health, Safety & Environmental

The HSE Senior Manager is a pivotal leadership role within the company's Health, Safety, and Environment (HSE) department, responsible for safeguarding personnel, protecting the environment, and minimizing risk across CLL regional maritime operations. Reporting to the Vice President of HSE, this position will play a key role in developing, implementing, and overseeing a comprehensive regional HSE program.

  • Lead the development, implementation, and ongoing maintenance of a robust HSE program encompassing all aspects of assigned regional maritime operations.
  • Oversee risk identification, assessment, and mitigation strategies to ensure a proactive approach to safety and quality throughout all CLL areas of operation.
  • Oversee the management and delivery of effective regional HSE training programs designed to equip personnel with the necessary knowledge and skills to operate safely and deliver high-quality services.
  • Conduct and or directly oversee comprehensive regional HSE audits and inspections of vessels and shore-based facilities to guarantee adherence to company policies, international maritime regulations (ISM Code), and industry best practices. In addition, oversee internal and external TMSA (Tanker Management & Self-Assessment) and ABS (American Bureau of Shipping) audits.
  • Oversee incidents and accidents occurring within CLL regions, meticulously identifying root causes, and implementation of corrective actions to prevent recurrence.
  • Provide effective leadership and mentorship to a team of HSE professionals within the CLL areas of operation, fostering a collaborative and results-oriented environment.
  • Cultivate a strong safety and quality culture across CLL operating regions by promoting safe work practices, fostering open communication, and actively encouraging employee participation in HSE initiatives.
  • Collaborate effectively with internal stakeholders across all CLL operating regions, including Senior management, external regulators, and customer vetting departments.
  • Oversight and good working knowledge of our CLL Safety Management System (SMS). This includes reviewing Master’s reviews and utilization of our CLL Management of Change procedure (MOC).
  • Assist with SMS maintenance, including formulating/updating policy and procedures as needed to support the CLL business line.
  • Work closely with the CLL vessel Vetting Team to ensure CLL vessels are compliant with all regulatory mandates and always in an operational state of readiness.

Responsibilities related to CFR and USCG:

  • Demonstrated understanding of US Code of Federal Regulations (CFR) pertaining to maritime operations, particularly Title 33 (Navigation and Navigable Waters) and Title 46 (Shipping), as they relate to USCG policies and procedures.
  • Integrate relevant CFR regulations and USCG best practices into the development and implementation of regional HSE programs.
  • Utilize your understanding of CFR regulations and USCG policies during audits and inspections to verify adherence across regional vessels and shore-based facilities.
  • Leverage your knowledge of CFR and USCG guidance to investigate accidents and incidents, identify potential contributing factors related to compliance, and implement corrective actions to prevent incident recurrence.
  • Play a role in developing training programs that educate regional personnel on their obligations under CFR regulations and best practices outlined in USCG policies.
  • Extensive knowledge of the oil transportation and maritime industry.
  • Experience in tug, barge, and ATB operations.
  • Prior experience managing employees.
  • Proficient in the English language and possess strong oral and written communication skills.
  • Four (4) year college education in maritime or related studies preferred, or documented years of service in the maritime industry will be considered.
  • Ability to interpret and execute complex oral and written instructions.
  • Strong interpersonal skills to establish, maintain and work effectively with all levels of management and employees.
  • Maintain the confidentiality of all sensitive communications.
  • Ability to work independently with minimal direction and supervision.
  • Must be physically fit to board barges and tugs.
  • Possess a valid TWIC card.
  • Must possess a valid state drivers' license for occasional use of company vehicle or rental car.
  • Valid Merchant Mariner's Document/Credential is preferred.

Required Knowledge:

  • In-depth understanding of international maritime regulations (ISM Code) and established industry best practices for HSE management applicable to all CLL areas of operations.
  • Proven experience in conducting and overseeing audits and inspections within the maritime industry, including familiarity with TMSA and ABS auditing procedures.
  • Understanding of quality management principles and their application within the maritime industry.
  • Incident Command System (ICS) knowledge- FEMA certifications preferred.
  • Frequently required to board tugs, barges, and ships, at dock or at anchor at all hours.
  • Normal office hours are 8:00am to 5:00pm Monday through Friday, however, may be called out to work after hours, weekends and holidays as needed.
  • May be required to travel both domestically and internationally as needed.
