Position Overview

The Bureau of Water is seeking a qualified individual to serve as the Section Manager for the Division of Water Pollution Control's Compliance Section located in Springfield, IL. The selected candidate will possess strong leadership and communication skills, be willing to use innovative ways to guide the Compliance Section and its staff consisting of approximately 10 individuals into the many new and existing compliance programs. As a leader for the Compliance Section, the individual in this position will frequently represent the Illinois Environmental Protection Agency (IEPA) and Bureau of Water on various compliance issues to state, federal and local governments, industry, public interest groups, and stakeholders. This individual should also possess the knowledge and experience to guide professional staff with enforcement of the Clean Water Act, Illinois Environmental Protection Act, National Pollutant Discharge Elimination System (NPDES) Permits, state operating permits, and NPDES Electronic Reporting Rule.

Essential Functions

25% 1. Serves as the Section Manager, responsible for professional staff engaged in compliance assistance and enforcement of the Clean Water Act (CWA), Illinois Environmental Protection Act (ACT), National Pollutant Discharge Elimination Systems (NPDES) permits and electronic reporting rule and state construction and operating permits for the Illinois Environmental Protection Agency (IEPA), Division of Water Pollution Control (WPC), Compliance Section, for the Bureau of Water (BOW);

  • Directs, plans, develops, organizes, and coordinates the preparation and development of technical reporting from the State and Federal enforcement and compliance data systems, and electronic reporting tools.
  • Reviews data to identify and target the most serious environmental issues and cases of significant non­compliance utilizing ATHENA Software, Integrated Compliance Information System (ICIS) and Enforcement Compliance History Online (ECHO).
  • Maintains and updates the BOW/DWPC Enforcement Response Guide to ensure programmatic commitments are being met and there is a consistency in the Agency’s enforcement actions.
  • Reviews and analyzes technical reports to track appropriate compliance and enforcement actions that are taken to effectively resolve violations in accordance with all applicable state and federal regulations.
  • Oversees the presentation of significant noncompliance cases to the BOW Enforcement Decision Group.
  • Attends pre-enforcement conferences and assists with development of compliance schedules.
  • Develops and implements Standard Operating Procedures (SOP) to ensure the quality and consistency of the section’s work products.

20% 2. Serves as full-line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day to day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

Essential Functions Continued

20% 3. As Section Manager, responsible for State and federal programmatic and strategic plan objectives, goals and commitments.

  • Develops and administers strategic action plans to ensure all programmatic goals and commitments are achieved.
  • Prepares periodic reports for management and United States Environmental Protection Agency (USEPA), to update on the status of goals and commitments.
  • Serves as primary contact with USEPA for compliance and enforcement of the NPDES Permit Program.
  • Collaborates with the USEPA regarding wastewater compliance issues including: violations and enforcement, data quality assurance checks, NPDES Non-compliance Reports, and the violation tracking tool.
  • Oversees quarterly meetings with USEPA to collaborate and provide status updates on state lead compliance and enforcement actions taken to address Category 1/Significant non-compliance.

15% 4. Directs Reporting and Data Management

  • Oversees data acquisition either via the Electronic Reporting Tools (NeT, NetDMR, etc.) or manually received data.
  • Verify data for completeness, consistency, accuracy and quality.
  • Directs clean-up/correction of invalid data in all applicable compliance and enforcement systems.
  • Directs data analysis and the generation of various reports to ensure data validity.
  • Oversees completion of steps necessary for meeting all applicable State data Archiving/Storage requirements.

10% 5. As Section Manager, oversees outreach activities for reporting and oversees data sharing requirements/Rules;

  • Implements outreach and training of the regulatory community for new/revised regulatory reporting requirements and data sharing.
  • Directs Implementation Plan reporting/data sharing, ensuring timelines are met.
  • Coordinates with State Regulatory Administrator(s) for the various federal electronic reporting tools.

05% 6. Explains and interprets State and federal regulations to the regulated community:

  • Receives and responds to citizen inquiries and complaints.
  • Presents compliance information in a form usable by other professional personnel within and outside the Agency, as well as to the general public.
  • Travels in performance of duties.

05% 7. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college.
  2. Requires four years of progressively responsible administrative environmental work experience in a public or business organization.

Preferred Qualifications

  1. Prefers at least (4) four years of experience in interpreting and applying State and/or federal laws and regulations pertaining water pollution control compliance.
  2. Prefers at least (4) four years of experience in supervising professional staff.
  3. Prefers at least (4) four years of experience in communicating with all levels of stakeholders in an organization, both internal and external.
  4. Prefers at least (4) four years of experience in communicating or public speaking to stakeholders or public interest groups regarding State and federal laws and regulations pertaining to water pollution control facilities.
  5. Prefers at least (4) four years of experience in utilizing state or federal enforcement and compliance data systems/tools (including but not limited to ATHENA, ICIS, ECHO, other tools provided by USEPA, etc.).
