Job Summary



This position offers a hybrid work schedule which includes telework days and in office days at a DLI office building.

This position manages the Construction Codes and Licensing Divisions Contractor Recovery Fund (CRF) and Civil Penalties programs. This includes compliance with program(s) and legal requirements, including overall adherence to laws, rules, and regulations.

This position manages the division’s Permit Surcharge program to ensure compliance per MN Statute 326.148 and manages the CRF budget.

Performs other duties as assigned.

Qualifications

Minimum Qualifications

Three years’ experience managing a program that demonstrates the following:

  • Ensures program compliance with laws, regulations and policy requirements.
  • Plans, implements and reports on program activities and compliance results.
  • Monitors and coordinates activities with stakeholders.
  • Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associates degree may substitute for six months of experience.

Applicants who meet the above experience requirement will be further evaluated on the following:

  • Ability to provide legal review of documents and determine legal compliance with statutory requirements.
  • Experience in a legal setting that includes testifying at court hearings or before legislative committees.
  • Applying knowledge of public information dissemination practices and laws and regulations related to government data practices.
  • Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.

Preferred Qualifications

  • Knowledge of the role and responsibilities of executive branch agencies and public enforcement authorities.
  • Knowledge of MN Statutes 326.148 and 326B.89.
