NEWARK BOARD OF EDUCATION HUMAN RESOURCE SERVICES 765 BROAD STREET, NEWARK, NEW JERSEY 07102 ROGER LEÓN, SUPERINTENDENT Supervisor of Community Engagement (Pending availability of funds and Board of Education approval) The Superintendent invites qualified and interested persons to apply for the position of Supervisor of Community Engagement. DEFINITION: Newark Public Schools is committed to ensuring exemplary leadership at every one of its schools, which also means ensuring its staff is supported to be as effective as possible at meeting students' needs. To achieve this goal, Newark Public Schools is seeking a Supervisor of Community Engagement to lead the charge in ensuring that the district has the best increased parent and community engagement to support and to meet the needs of Newark's families, students, and schools. This is an exciting opportunity for a leader with the right skills and experiences to have a lasting impact on all of Newark Public Schools' families and students. QUALIFICATIONS AND SKILLS
  1. Exceptional critical thinking and problem solving skills, including the ability to identify challenges and actively work to find solutions.
  2. Strong interpersonal skills and the ability to build effective working relationships with school leaders, colleagues and other partners.
  3. Ability to work under pressure and deadlines.
  4. Master's degree in Education, Social Services, Psychology, Public Administration, Management Science, Statistics, Operations, Organizational Behavior, Sociology, Business or related field from an accredited college or university.
  5. New Jersey Department of Education Teaching Certificate (required).
  6. New Jersey Department of Education Supervisor Certificate (required).
  7. New Jersey Department of Education School Principal Certificate (preferred).
  8. Knowledge of accepted business practice in school districts related to budget preparation and administration, insurance, purchasing, transportation, food services, school plant operations, and facility planning.
  9. Five (5) or more years of professional management experience.
  10. Management experience in an urban school district, specifically in formulating and implementing policies and strategies to meet the vision and goals of the Newark Board of Education (preferred).
  11. Five (5) or more years of experience helping school districts (or similar organizations of comparable size and complexity) implement data-driven decision-making, including the management of guidelines and protocols for all family outreach, community outreach, and data tracking (preferred).
  12. Experience developing, implementing and refining, complex processes across large systems preferred. Demonstrated impact as a result of that experience.
  13. Experience analyzing, reviewing, and communicating the results of administrative, operational, and instructional data, across a variety of settings and audiences.
  14. Experience managing school district or state student information systems (e.g.: PowerSchool, NJSMART, NJ HomeRoom, etc.) preferred.
  15. Ability to perform statistical analysis and accurately interpret results.
  16. Ability to present information clearly and concisely.
  17. Computer skills including Microsoft Office Suite (Outlook, Word, Excel, Access and PowerPoint) and expertise in managing enrollment related data in a universal platform (e.g. SchoolMint, Salesforce).
  18. Exceptional project management skills; demonstrated ability to balance small and big picture priorities, create action plans and track progress accordingly.
  19. Outstanding organizational skills and attention to detail.
  20. Self-directed and comfortable working in an environment of ambiguity.
  21. Passionate belief in the value of increasing parent and community engagement to achieve student success.
  22. Committed to the mission of NPS with regard to increasing student achievement.

DUTIES AND RESPONSIBILITIES
  1. Provide district leaders with accurate information, both quantitative and qualitative regarding progress towards defined goals.
  2. Supervises the development of monthly and annual reports as required.
  3. Coordinates the activities for and provides assistance to increase parent and community engagement throughout the year.
  4. Drives the formulation and implementation of policies and strategies to meet the vision and goals of community and stakeholder engagement.
  5. Conducts current state analysis of district policies, processes and technology solutions; recommends and implements improvements where necessary to achieve increased parent and community engagement
  6. Build and manage the data accountability team, and ensure staff have the appropriate skill set to formulate and answer critical data questions.
  7. Manage all data analysis and interpretation of family and community outreach, and provide feedback.
  8. Work collaboratively with all Departments in Educational Services, as well as, School Leadership Teams and schools to provide technical assistance in understanding and applying all data to improve family and community supports.
  9. Monitor and evaluate programs to determine their overall effectiveness on improving student achievement.
  10. Attend appropriate training to enhance and/or maintain skills
  11. Facilitate the replication of effective practices district-wide.
  12. Perform all other responsibilities consistent with the department's goals in order to meet the needs of the district schools or other Central Office departments.
  13. Design and implement the district's strategy to properly measure and report on critical district performance metrics across various academic, operational, and administrative areas.
  14. Develop a vision and implementation plan for the strategic use of data to advance the district's base of knowledge.
  15. Monitors progress toward goals and drive team strategy and priorities as necessary to meet targets.
  16. Supports the development and professional growth of direct reports through coaching, feedback on performance, and professional development opportunities.
  17. Reviews and analyzes key implications on parent and community engagement, while considering local, state or national legislative policy shifts and internal/external reports and data; prepares briefing documents for the district leaders regarding the same as needed.
  18. Other duties as assigned.

REPORTS TO: Director of Federal Programs & Grants SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION Salary: This position is competitive and based on experience. The salary range for this position is $105,500 - $141,500. Employment Period: Twelve (12) Months Union Affiliation: City Association of Supervisors & Administrators (C.A.S.A.)
