Job Description - System Application Analysis II

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). MSTS is seeking a dynamic, self-driven, and highly motivated System Application Analysis II to join our Physical Security Systems Team. In this role, you will serve as a System Administrator for various security systems to include proprietary, Lenel OnGuard, and Honeywell EBI that support the Physical Security Systems Section within the Security Programs Department. This position is located at the NNSS.

 

Key Responsibilities

  • Design and document systems software by preparing diagrams, logic charts and internal specification documentation.
  • Write program code from internal specification documentation, prepares test plans and tests data. Runs tests, observes results and corrects program code to resolve any differences with internal specifications.
  • Prepare software operating documentation and users operating instructions.
  • Prepare time and cost estimates and schedules for computer systems software development and maintenance or modification tasks.
  • Participate with software development and support personnel defining software requirements for development, maintenance, or improvements.
  • Coordinate or develops and implements plans for tests to evaluate and to install hardware and operating system software.
  • Provide instruction in the operation and use of computer hardware, data communications equipment, and vendor-supplied or MSTS-developed systems software.
  • Resolve systems software problems referred by computer operations or software development and user support personnel.
  • May design, code, test, debug, document and maintain programs.
  • May prepare specifications from which programs will be written.
  • May plan and coordinate data-related activities, including:
    • Coordinating requests for access to data
    • Developing and implementing data administration standards regarding validation, integrity, storage, and security of data; internal object naming conventions, and data access methods
    • Consulting on DBMS issues including installation and management of front-end tools.
    • Developing strategic and functional plans for the evolution of data and information architecture
    • Resolving issues associated with data administration.
    • Establishing DBMS backup, recover, and re-start procedures.
  • Perform other duties assigned by Management.
  • Bachelor’s degree in a computer related field or equivalent training and experience with at least 2 years of relevant experience.
  • Basic knowledge of technical principles, theories, standards, practices and procedures in software development or database administration.
  • Prior experience working with Physical Security Systems preferred, but not required.
  • Ability to lead projects that may involve other IT sections, other departments, and consultants.
  • Ability to manage increasing number of tasks.
  • Ability to support multiple software applications or database platforms.
  • Demonstrate good analytical/problem solving skills.
  • Ability to solve design problems.
  • Demonstrate problem solving skills.
  • Demonstrate technical trouble shooting skills.
  • Demonstrate knowledge of SQL Server and Oracle relational databases.
  • Proficient with Microsoft Office suites, including Excel and similar programs.
  • Demonstrate excellent verbal and written communication and presentation skills.
  • Primary work location will be the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday-Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $35.26 - $52.89/hr.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
