Job Responsibilities

This position is accountable for providing daily maintenance, ongoing user support, and system training in the operations of the Crash Information System (CIS) to ensure a user-friendly environment as well as the efficient processing of all motor vehicle crash reports and is accountable for providing daily user administration and maintenance of the CIS database. This position is additionally responsible for trouble-shooting system/user problems and providing the technical expertise and support to ensure efficient imaging system operations and interfacing with the reciprocal crash statistics, driver records, and local area network systems.

This position reports to the Crash Records Section Manager. There are no subordinates reporting directly to this position. 


This position functions within the Crash Records Section and is primarily responsible for the ongoing administration and maintenance of the CIS database. Due to the multitude of data processed and the adherence to various legislative mandates, the incumbent ensures the efficient, accurate, and smooth operation of the systems. The incumbent should understand the requirements of the Crash Records Section and the imaging/workflow hardware/software technology used to process crash cases as well as the operations of the CIS database. Furthermore, effective training and user support for system operators is paramount to creating and maintaining a positive, non-threatening work environment. Within a Systems Administrator role, the incumbent should be knowledgeable in all facets of crash records processing, statistical gathering, safety responsibility reporting, and the CIS database. The incumbent should possess a thorough understanding of reciprocal crash reporting. This position not only ensures the efficiency of daily system operation, but also identifies and assists in the development of system enhancements that will effectively interface with reciprocal systems and ultimately improve the level of compliance with legislative mandates specified in safety responsibility and crash reporting laws. Paramount to the optimal efficiency of CIS is operational expertise of the computing systems used. Knowledge of querying techniques using SQL Server allows the incumbent to effectively address the different needs of the CIS and its users.

Typical challenges inherent to this position include diagnosing and testing system failure in an expedient manner and developing corrective action to reduce system downtime and trouble-shooting workflow and system problems to ensure operational efficiency. Challenges include evaluating system processes and subsequently planning and coordinating system enhancements with the Bureau of Information Processing (BIP). The incumbent’s greatest challenge is to provide ongoing training, cross-training, and user support to equip system users with the necessary skills and confidence to ultimately eliminate backlogs throughout the Crash Records Section operations. 


The incumbent provides maintenance support of the CIS database and a multiple-computer server Local Area Network (LAN). S/He runs a variety of system reports on a regular and as needed basis. S/He ensures that all computer servers and programs function smoothly and efficiently for users. S/He establishes and maintains user identification, runs standard reports, and receives and distributes system reports. The incumbent maintains system parameters, scanner parameters, and setup files. S/He supports users on daily, routine system functions. S/He resolves problems experienced by users in the general operation of the systems and works with the BIP staff to resolve systems malfunctions or errors. The incumbent assists supervisors in identifying work step backlogs and reassigning personnel as appropriate to reduce backlogs and subsequently revises system routing rules accordingly. S/He trouble-shoots system/user problems continually and pursues appropriate corrective action. S/He identifies and adjusts workflow routing and revises user documents. S/He provides technical assistance to supervisory personnel in system operation and help text as needed. S/He provides technical assistance to supervisory personnel in system operations and reciprocal system interaction. The incumbent also provides backup support as needed to ensure timely processing of crash records. This involves assisting personnel with complex work functions as well as helping to resolve work problems and errors. The incumbent stays up-to-date with knowledge of Windows, Microsoft Access, Microsoft Word, and SQL Server Management Studio as they interface with the Imaging System to ensure the efficiency of daily operation. S/He is accountable for all Extensible Markup Language (XML) documents coming onto the CIS database to ensure all reports have been entered.


The incumbent is given broad latitude to work independently and apply system knowledge and crash records processing expertise in the resolution of problems with the CIS database. The incumbent keeps management personnel advised of general problems and needed enhancements. S/He refers highly technical problems to the Crash Records Section Manager with recommendations for corrective action. The incumbent performs all duties within the parameters of departmental policies, procedures, and safe work practices.

The incumbent maintains constant contact with user personnel in training, daily operations, and trouble-shooting system/user problems and with management personnel regarding system and/or procedural effectiveness. The incumbent maintains close contact with technical support in the BIP regarding problem identification/resolution, enhancement requests, and backup support. Occasional statewide travel with overnight stays is required. 


The effectiveness of this position is measured by the incumbent’s ability to maintain an operational and efficient CIS database and ultimately reduce/eliminate deficiencies associated with the historical pipeline operations. Further measures of effectiveness are the incumbent’s ability to train and support system users and to resolve system/user problems accurately and expediently. 

Principal Accountabilities

1. Ensures the daily operations of the CIS database to maintain operational efficiency.
2. Provides daily support to system users in general system functions and in resolving function difficulties and errors to ensure a user-friendly environment.
3. Resolves system/user problems as they arise to ensure operational efficiency and minimize downtime.
4. Diagnoses, tests, and evaluates system problems and develops corrective measures and/or assists with complex system problem resolution.
5. Identifies and coordinates system enhancements to improve records processing.
6. Makes modifications to the Safety Responsibility Templates in Microsoft Word.
7. Assists supervisors in identifying work step backlogs and reassigning personnel to reduce backlogs and initiates workflow route adjustments accordingly to optimize system capabilities in accident records processing.
8. Provides technical expertise to supervisory and management personnel regarding the operation of the CIS and interfacing with the reciprocal crash statistics, driver records, and LAN systems.
9. Identify and correction issues within the CIS database utilizing ad-hoc SQL queries.
10. Provides backup support in crash records processing to ensure that complex work activities and/or problems are addressed both timely and appropriately.
11. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
12. Performs other duties as assigned.

Qualifications

 

Position Requirements

• Education/Experience
- Completion of a bachelor's degree majoring in computer science or software development; OR
- Completion of two years of college PLUS two years of experience working in a computer science field, working on data software systems, or a combination thereof; OR
- Six years of experience working in a computer science field, working on data software systems, or a combination thereof
• Valid driver's license
• Occasional statewide travel with overnight stays

 

Position Desirables

• Knowledge of and experience with data systems and the ability to read code within a system, for example XML, XSLT, and SQL
• Proficient in computer skills
• Experience with Imaging, Windows, Microsoft Access, Microsoft Word, SQL Server Management Studio
