The State of New Hampshire, Department of Environmental Services, Air Resources Division, Technical Services Bureau has a full time vacancy for a Technical Programs Manager.

Summary:

Oversees development, coordination, and implementation of programs and policies relative to climate change, energy and emissions trading activities, mobile sources, and SIP maintenance. Provides leadership, direction, and accountability for these programs. This position functions under the supervision of the Administrator of the Technical Services Bureau.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS :

Education : Master’s degree from a recognized college or university with a major study in engineering, or environmental or physical science.


Experience : Seven years of environmental experience preferably in the areas of mobile sources, fuels, climate change, energy and trading programs, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education : Bachelor’s degree from a recognized college or university with a major study in engineering, or environmental or physical science.


Experience : Eight years of environmental experience preferably in the areas of mobile sources, fuels, climate change, energy and trading programs, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification : Must possess a valid driver’s license.

SPECIAL QUALIFICATIONS : Knowledge of mobile sources, fuels, global warming/climate change, renewable energy and energy efficiency, and trading programs, and familiarity with federal and state statute and rules/regulations regarding these areas. Familiarity with state legislative processes required. Strong interpersonal skills, competence with contemporary communication and information retrieval tools, including e-mail, internet, and voicemail required .






Responsibilities:

Manages NHDES day-to-day participation in all working groups of the Regional Greenhouse Gas Initiative and provides support for agency leadership participation.

Assists in development of and monitors statewide policies related to climate change, energy and trading activities, and mobile sources and fuels, supports NHDES participation in emissions trading programs, and develops and/or provides expert testimony at legislative hearings on related legislation.

Supervises section leaders in mobile sources and climate/energy planning and monitors staff participation in regional, national, and international working groups and committees to ensure that the Division’s needs are being met. Develops staff by coaching and counseling, performing annual reviews and ensuring that staff receives timely and appropriate training.

Oversees development of applications for and management of grants for programs that can further department goals relative to mobile sources, climate change, and energy activities, including formulation of program budgets and development and/or oversight of education/outreach components. Assists the Bureau Administrator with Section 103 and 105 grant funding applications and management.

Advises the Bureau Administrator, Director and Commissioner on matters regarding the management of mobile sources, fuels, climate change, trading and energy programs, including evaluation of operations to ensure Division priorities are being met and that adequate resources are devoted to the highest priorities, including education/outreach activities related to these programs.

Prepares and implements plans relative to mobile sources, fuels, education/outreach, climate change, energy and trading program goals and develops planning objectives for Performance Partnership applications and grants with EPA.

Implements continuous improvement practices within the mobile sources, fuels, climate change, trading, energy, outreach and planning programs of the Technical Services Bureau.
