Opportunity: Training & Development Manager-Federal Government Contractor

Opportunity Overview

SD Solutions seeks a Training & Development Manager (TDM) to join our team in support of a contract project with the Department of Homeland Security (DHS) - U.S. Customs and Border Protection (CBP). This position reports to the Branch Chief and Team Lead Communications and Workforce Strategy within the Business Operations Division . The TDM will be responsible for providing subject matter expertise on various training strategy and programming related aspects to the entire the Border Patrol & Air and Marine (BPAM) Program Management Office (PMO). More specifically, this position is responsible for developing and managing various training programs and initiatives providing professional development guidance to the workforce, training certifications, content management for the SharePoint training page, training program evaluation and analytics. Responsibilities Include

  • Developing continuous learning in the CBP environment (see requirements)
  • Training Program & Initiatives Lead
    • Developing various programs (i.e. Onboarding Training Program and Safety Training Program) in coordination with leadership to determine content priorities and execution strategy
    • Conducts needs assessments to inform the development of training content and priorities and identifies learning priorities for each training by identifying areas of content focus based on audience needs and any known knowledge or skill gaps
    • Works with subject matter experts (SMEs) to develop learning and knowledge sharing opportunities across the organization (In the Knows, Info Sessions, Mentoring Program, Internal Trainings, Learning Communities, etc.)
  • Certification Program Management
    • Delivers guidance on acquisition and maintenance requirements for the FAC-P/PM, FAC-COR, and Leasing Warrant Certifications
    • Stays up to date with changes in policy in procedure for workforce awareness and develops risk mitigation strategies when applicable
  • Training SharePoint Page Content Management
    • Coordinate with SharePoint administrator to update and manage training related content and announcements pertinent to current needs of BPAM PMO staff
  • Internal Policy and Procedure Development
    • Develops internal protocols for various training related topics for leadership review and decision making for effective program operations and standardization
  • Training Budget
    • Oversees the expenditure of discretionary funding to ensure funding is fully utilized (high burn rates) within funding parameters using strategy to increase the returns on the investments
  • Training Analytics
    • Works with Training Coordinator to gather various training data to be added to various reports and metrics
    • Develops strategy for the evaluation and feedback component of various courses and programs
  • Employee Development Planning and Coaching
    • Provides developmental guidance and strategic individual development plan options using a variety of tools and resources

Requirements Overview

  • MUST HAVE Federal Government training and development experience, preferably at CBP or another DHS agency
  • Minimum of 5 years of related experience;
  • Bachelors' Degree is preferred;
  • Must possess strong communications skills (oral and written)
  • Must possess strong interpersonal skills
  • Must possess strong data analysis skills
  • Ability to organize trainings from a logistical perspective, not just the technical side
  • Possess strong customer service orientation
  • Ability to work with diverse backgrounds and skill sets
  • Knowledge Requirements:
    • Organizational knowledge
    • Knowledge of learning theories
    • Knowledge of instructional design principles
    • Knowledge of commonly accepted training models (e.g. ADDIE Model)
    • Knowledge of content prioritization
    • Understanding of knowledge transfer principles
    • Understanding of organizational processes and strategy
    • Content management for SharePoint site
    • Familiarity with organizational resources
    • Proficient in Microsoft Office tools: Word, Excel, Outlook, and PowerPoint

Superstar Qualifications

  • CBP or other DHS component training and development management experience
  • Hold a current, active CBP or DHS Public Trust suitability background investigation
  • Experience working within the government

Employment Type

  • Clearance requirement: Must be able to pass a minimum background investigation for U.S. Government Public Trust clearance
