Job Description - Assurance program manager

  • Supports the development and maintenance of, and exercises associated with Continuity of Operations (COOP) Plan, to include several Geographically Separated Units (GSUs)
  • Manages AEDC Critical Asset Risk Management (CARM) Program
  • Integrates and synchronizes efforts of 17 AEDC Mission Assurance-Related Programs & Activities (MARPAs) as AEDC's Mission Assurance Program Manager, with temporary detail to the Commander's Action Group (CAG)

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience in Military installation contingency planning experience desired, experience implementing Department of Defense (DoD) and Headquarters Air Force (HAF) security and mission execution resiliency programs desired, and experience researching and implementing DoD and HAF instructions, regulations, directives, and policy desired.


RECRUITMENT KNOWLEDGE SKILLS AND ABILITIES:


1. Knowledge of a broad range of AF functions, policies, procedures, practices, concepts, and theories related to
mission execution, management, and organizational operations. Ability to provide senior level staff guidance as it relates to the DOD MA construct, CARM program, COOP planning, readiness reporting, and various other contingency planning activities. Ability to interpret, adapt, and apply functional system data to program execution.
2. Knowledge of a broad range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, and resolve issues or problems to isolate discrepancies and/or identify
trends that impact organizational mission objectives, both operationally and strategically.
3. Skill in negotiating with management to accept and implement recommendations when they involve
substantial resources, extensive changes, or conflict with organizational desires.
4. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate
data and metrics to evaluate data within the context of the T&E operational environment. Ability to develop strong COAs to support mission objectives, coordinate with internal and external stakeholders, and champion organizational opportunities in AEDC corporate processes.
5. Ability to communicate effectively both orally and in writing clearly, concisely, and with technical accuracy. Ability to maintain productive working relationships with organizations and individual subject matter experts (SMEs).
6. Ability to recognize and analyze complex analytical problems quickly; skill in research methods, forming logical conclusions, information analysis, solution proposals, and summarizing programs and projects through briefings, papers, or reports suitable for senior management to use in decision-making.
7. Ability to plan, prioritize, and organize work to meet deadlines and milestone suspense dates.
