The Department of Neighborhood Services (DNS) supports neighborhood improvements by enforcing standards for buildings, property and land use. The department uses its enforcement, financial, and educational resources to encourage investment in housing and other buildings in Milwaukee’s neighborhoods. Various inspection and enforcement activities ensure compliance with building and property codes, supporting an attractive investment environment and fostering reinvestment into neighborhoods.

PURPOSE

The Building Code Enforcement Manager-Residential directs the Residential Building Inspection Division, which is responsible for code enforcement operations including fire, license, vacant building and environmental health inspections.

ESSENTIAL FUNCTIONS

Code Enforcement Administration

  • Establish and maintain inspection and enforcement programs to preserve the health, safety, welfare and economic value of the community.
  • Establish programmatic goals, objectives and performance measures for the division.
  • Determine and request resources through the annual budget process; control resources appropriately.
  • Provide fiscal management of the Community Sanitation Clean-Up fund of $2.4M and monitor the performance and compliance of outside vendors.
  • Provide oversite of the DNS Customer Call/Service Center.
  • Prepare written and statistical reports on programmatic accomplishments.
  • Recommend programmatic and policy improvements.
  • Lead Residential Building Inspection Division personnel; enforce City Service and DNS work rules; make recommendations for hire and discipline. Perform coaching and counseling functions to ensure staff performance.

Strategic Planning/Management

  • Coordinate supervision of staff and delegation of responsibilities related to investigation, enforcement, licensing and permitting activities performed by residential code enforcement supervisors and inspectors and divisional administrative and support staff.
  • Coordinate the representation of the DNS at Circuit Court, Municipal Court and other City regulatory boards and commissions; serve as the Commissioner’s representative at various appeal hearings.
  • By Mayoral appointment, serve as the City’s representative to the Executive Board of the Milwaukee Area Domestic Animal Control Commission (MADACC) and MADACC’s Operations Committee (of the Executive Board). Serve as an Executive Board Member to Keep Greater Milwaukee Beautiful (KGMB).
  • Coordinate the operations and maintenance of the Anderson Municipal Building (Lake Tower) in conjunction with the Department of Public Works; ensure a safe physical facility for the public and employees.

CONDITIONS OF EMPLOYMENT

The Building Codes Enforcement Manager must be willing and able to do the following:

  • Comply with the department dress code.
  • Wear a respirator and other personal protective equipment (PPE).
  • Climb ladders, stoop, and bend.
  • Move and lift up to 50 pounds on occasion; up to 20 pounds frequently.
  • Work outdoors in all weather conditions.

MINIMUM REQUIREMENTS

1. Bachelor’s degree in engineering, construction management, architecture or a closely related field from an accredited college or university.

2. Five years of experience in construction, environmental code enforcement or commercial fire code enforcement, including one year of experience as a team or project leader.

3. Possession of the following Wisconsin Department of Safety and Professional Services (DSPS) certifications at time of appointment and throughout employment:

    • Uniform Dwelling Code Construction Inspector
    • Uniform Dwelling Code HVAC Inspector
    • Commercial Building Code Inspector

4. Possession of the following International Code Council (ICC) certifications at time of appointment and throughout employment:

    • International Property Maintenance
    • Fire Inspector I

5. Valid Driver's License at the time of appointment and throughout employment. Private Auto Allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.

Equivalent combinations of education and experience may also be considered.

  • (DATCP) Wisconsin Rabies Observer
  • Wisconsin Department of Agriculture, Trade and Consumer Protection Commercial Pesticide Applicator - Structural 7.1
  • DATCP approved Certified Pool Operator
  • Wisconsin Department of Health Services Asbestos Supervisor
  • Wisconsin DSPS Registered Sanitarian

KNOWLEDGE, SKILLS, ABILITIES & OTHER CHARACTERISTICS

TECHNICAL:

  • Knowledge of and ability to understand and apply City of Milwaukee, State of Wisconsin and federal codes, ordinances and laws governing building maintenance, fire safety, domestic animals, community sanitation, pest and rodent infestations and any codes enforced by the division.
  • Knowledge of the relationship and functions between different units of municipal government.
  • Ability to independently supervise the operations of a large division with a multi-faceted, complex challenges.
  • Ability to evaluate and improve operations and create new programs and procedures.
  • Ability to create and analyze data and to create and maintain accurate records and reports.
  • Ability to use computers, including building management systems, as well as word processing, spreadsheet, and productivity programs.
  • Ability to read and understand job-related documents, policies, and procedures.

COMMUNICATION, INTERPERSONAL AND LEADERSHIP:

  • Ability to provide excellent customer service to business and property owners, policy makers and the public.
  • Ability to create and maintain positive working relationships with the public and other department inspectional, administrative and management employees.
  • Written communication skills to prepare clear correspondence, policies, and reports.
  • Presentation skills to effectively lead construction planning and other meetings.

SUPERVISION:

  • Ability to set goals and enforce standards for subordinate management employees.
  • Ability to assign and direct work, outline methods, assess performance, provide training and coaching, recommend corrective action, and make hiring decisions.
  • Ability to supervise, train, and motivate a technical workforce.
  • Ability to foster an environment of inclusion wherein all employees are treated respectfully, are valued for their strengths, and feel that they can safely express themselves.

CURRENT SALARY

The current salary range (1MX) is $116,493-$144,744 annually, and the resident incentive salary range for City of Milwaukee residents is $119,988-$149,086 annually. Appointment will be made in accordance with the provisions of the salary ordinance.
