Job Description - Construction Portfolio Risk Officer

The Construction Portfolio Risk Officer is responsible for collaborating with team members to administer a diversified construction loan portfolio including multifamily apartments, retail, office, mixed-use, industrial, residential tract development, condominiums, owner-occupied, and single family investor and owner-occupied residential, including construction loan draw disbursement management and ensuring continuous workflow with minimal disruptions.

 

Principal Duties & Responsibilities:

  • Review and process construction loan disbursement requests, including reviewing general contractor payment applications and related requests for disbursement of project hard costs, soft costs, contingency, loan interest, and retainage.
  • Establish new loan disbursement files inclusive of all requisite documents reflected in department procedures.
  • Verify requisite borrower equity has been contributed prior to loan funding.
  • Reviews corresponding supporting documentation for disbursement requests.
  • Determines eligibility for funding including but not limited to contract change orders and performs reconciliation of amount previously disbursed against loan balance.
  • Analyze and update loan budgets to ensure loan sources/uses remain in balance
  • Processes draw requests on assigned portfolio on a timely basis.
  • Notifies supervisor and or relationship manager as appropriate of any material budget discrepancies including change orders and obtains approval for all requisite funding exceptions.
  • Engage construction consulting engineer to provide plan & cost review reports and corresponding progress inspections, and reviews same for acceptability.
  • Requests applicable title updates and title policy endorsements and alerts supervisor and or relationship manager of any title exceptions. Monitors receipt of original title policy endorsements.
  • Monitors Notices to Owner, Partial Releases of Liens, and Final Releases of Lien throughout construction process as per requirements of corresponding construction loan agreement.
  • Monitors evidence of flood insurance coverage and or builders risk coverage as appropriate.
  • Processes loan advances based on line availability, ratios and other loan requirements.
  • Compiles information and prepares draw request form for funding approval; as necessary.
  • Maintains records and performs follow-up of pending documentation.
  • Provide partial release price figures as applicable, prepares partial release documentation as needed, and processes receipt of partial release funds.
  • Maintains frequent client contact and provide prompt response to requests for funding information.
  • Collaborate with team members to compile requisite construction loan tracking information vital to the preparation of management reporting.
  • 5-7 years experience in construction loan administration (Accounting, Operations, Customer Service), with extensive knowledge of residential and commercial loan documentation, construction requirements and terminology. 
  • Requires thorough knowledge of construction loan administration and complex portfolio.
  • Bachelor's Degree in Business, Finance or related field.
