Job Description - Deputy Director of Outreach and Strategic Planning

Position Title:  Deputy Director of Outreach and Strategic Planning
Division: Unclaimed Property
Classification:             Exempt
Location:                    Springfield
Salary:                        $85,000– $100,000 Position Summary:
The Deputy Director of Unclaimed Property Outreach and Strategic Planning is responsible for developing and implementing marketing and outreach strategies to raise awareness about the unclaimed property program and inform residents of their unclaimed property. The individual in this position will develop long-term strategic goals as well as initiatives to modernize the unclaimed property division and enhance the effectiveness of office communications to the public concerning unclaimed property.  Attendance is an essential function of this position. Duties and Responsibilities:
  • Works with various divisions across the Treasurer’s Office to partner with and educate members of the General Assembly, elected officials, groups or organizations, and individuals on the Illinois Revised Uniform Unclaimed Property Act (RUUPA).
  • Serves as point of contact for unclaimed property outreach initiatives.
  • Interviews and trains employees, plans, assigns, and directs work, appraises performance, and provides positive feedback and constructive criticism to employees.
  • Develops and implements a comprehensive and strategic outreach plan to raise awareness of the unclaimed property program.
  • Handles customer service and public relations issues that cannot be solved through the appropriate chain of command within the Unclaimed Property Division.
  • Makes recommendations to the Chief of Unclaimed Property regarding annual Unclaimed Property Division budget.
  • Proposes and implements new projects to help modernize and improve the Unclaimed Property Division.
  • Monitors and investigates best practices in other states' Unclaimed Property Divisions for potential use in Illinois.
  • Develops, implements, and maintains policies and procedures to ensure the effectiveness of the Division.
  • Facilitates a proactive approach to customer satisfaction through the establishment of partnership meetings with key stakeholders.
  • Demonstrates a hands-on approach for problem solving and solutions and informs management immediately if serious issues arise.
  • Facilitates the coordination of internal resources to resolve complex problems.
  • Utilizes the ability to research and analyze pending claims and holder reports to identify areas of focus or issues that the office should concentrate on.
  • Prepares and/or edits unclaimed property written materials intended for public distribution.
  • Responds to legislative and constituent inquiries from elected officials and their staff regarding unclaimed property and other Treasurer’s Office programs.
  • Performs other related duties as assigned or required which are reasonably related to the duties enumerated above.
Specific Skills:
  • Must have excellent oral and written communication skills and computer skills.
  • Must be capable of interpreting data and arriving at appropriate conclusions.
  • Must be proficient at prioritizing tasks, working independently, and collaborating across functional areas.
  • Must exhibit good judgment and leverage experience to successfully meet goals.
  • Must be a self-motivator while actively participating in a team environment.
  • Must have knowledge and familiarity with the Illinois Revised Uniform Unclaimed Property Act.
  • Must be able to supervise staff and function in a fast-paced environment.
  • Must maintain knowledge and application of appropriate union contract specifications.
  • Must maintain satisfactory relationships and communicate effectively with all levels of staff and the general public.
Education and Work Experience:
Bachelor’s degree in business, political science, communications, or other related field required; advanced degree preferred; three (3) of more years of experience in unclaimed property, government administration, or related field; and four (4) or more years of management experience ; OR any equivalent combination of education and experience that provides the required knowledge, skills, and abilities to carry out the duties of the position.
